The formation of a steering cabinet goes opposite a state constitution as well as would indirectly take over a powers of a mentri besar.

The girl arch Tan Keng Liang warned which a cabinet would indirectly take over a powers of a current Menteri Besar Azizan Abdul Razak.
"The state constitution does not allow this as well as a menteri besar appointment was consented by a Sultan of Kedah in suitability of a state constitution,'' he said.
"PAS should apply oneself a constitution as well as not form a body or row which would by-pass a duty of a menteri besar," said Tan in a statement.

Phahrolrazi claimed which a cabinet was an ombudsman of sorts, though it had powers to veto a menteri besar's decision.
"If a steering cabinet finds a menteri besar has made a decision or decisions it deems as deviating from a party's agenda, it will veto him.
"This is a most consequential element in a efforts to resolve a Kedah PAS care predicament given Azizan had been flouting party guidelines as well as decisions upon countless occasions given he became menteri besar in Mar 2008," Phalrolrazi has said.
He cited a manner in which Azizan handled a! case of five Kolej Universiti Insaniah students for demonstrating opposite a state-owned university college's administration department as an example of a menteri besar's erring ways.
Phahrolrazi as well as Anak Bukit representative Dr Ismail Salleh have been at loggerheads with Azizan sparking a care predicament at Wisma Darulaman, a state administration department office.
