SUARAM = Suara Anak Haram?

National Debt: Putting Malaysia during risk

by Ahmad Fadli KC (10-10-12)@www.malaysiakini.com

Prime Minister Najib Abdul Razak is putting a nation during risk by hinging a reduction of inhabitant debt percentage upon a growth of sum domestic product (GDP), said Shah Alam MP Khalid Samad.

"BN is putting a nation in a unsafe situation. Everything will depend upon a mercantile opening of a single year. Everything hinges upon subsequent year's (growth)."

Khalid was responding to Najib's October 3 statement upon Google Hangout which a country's debt-to-GDP ratio would not hit a 55 percent ceiling if a nation can maintain a GDP growth of 5 to 6 percent subsequent year.

The inhabitant debt projected in Budget 2013 has climbed to RM502.4 billion or 53.7 percent of a GDP, from this year's 51.8 percent. Khalid (right) expressed doubt which Najib would be able take petrify stairs to reduce a inhabitant debt as well as during a time, kindle a economy.

FUYOH! HASSAN ALI GEMBIRA LAIN MACAM LA! KENAPA EK?

Altogether, in the Oct 2 judgment, 5 former ISA detainess, then Reformasi activists, together with the irrepressible Hishamuddin Rais , PAS' Hulu Selangor assemblyperson Saari Sungib as good as PKR's Batu MP Chua Tian Chang, better good known as Tian Chua, were awarded the total of RM4 million.

There have been substantially those who might think which this is the big, even exorbitant, sum.But when you read the litany of abuses they had to go through in the hands of the authorities, which, according to their lawyer, inc! luded be ing 'shamed, done to shift their wardrobe in front of police personnel, done to travel barefoot in to the filthy toilet, interrogated for hours upon end as good as for the initial couple of days of detention, the Muslims between them were not allowed to perform their prayers', it would appear which RM4m is the rsther than reasonable sum. Small shift even.

Small shift indeed, when compared to, say, the amounts which apparently altered hands with the PFKZ scandal, the NFC debacle and, many certainly, the amounts quoted in the Scorpene case.

Of course, the system of administration might still interest the decision. But which will be an additional story.A day prior to this noted decision, nonetheless an additional square of good headlines had been perceived by the many Malaysians genuinely wanting reform.

This was The Kuala Lumpur High Court's decision to quash 'the Home Ministry's decision not to accede to the publishing permit to Mkini Dotcom Sdn Bhd, which operates the Malaysiakini headlines portal'.

It was the smashing square of news, especially since the ridiculous, stupid accusations hurled by the increasingly though the crony mainstream media during Malaysiakini just the couple of days before, between which were accusations which Malaysiakini was out to disintegrate the BN government.

In an roughly immediate, positively predictable, reply to the High Court verdict, Home Minister Hishammuddin Hussein announced which he was in foster of appealing the decision.

Baffling statements

Indeed, in dual! rsther than baffling statements since during the same press conference, the often-bewildering, if not himself bewildered, apportion is quoted by the respected Edge newspaper, as carrying initial said, 'on the personal basis, of course, you would similar to to see the matter appealed'.

Then, when reportedly asked the reason for rejecting Malaysiakini's interest in 2010, he had this to say: "I was not around during the timethis is the bequest issue, which is what happened before. [If you dwell upon the past], then you will not be able to move forward."

I do not know about you, though in my neck of the woods, this is what you would call the contradiction. And with this counterbalance not the initial of its kind by the jokers of this system of administration it looks as though Malaysiakini's problems removing the journal permit will continue.

But, as the crony in Vermont, USA, texted me, 'Celebrating even fleeting victories, though gloating over or making as good much of them, would appear important.'

The some-more critical point is which this story of Malaysiakini's problems was covered quite significantly in the abroad media, in, between others, the New York Times. Indeed, it was the headlines item in the NYT that prompted my Vermont crony to message me.

However, this being Malaysia, as good as with the elections only down the road, however long, hilly as good as circuitous it might appear for some, such happy headlines lend towards to be drowned out by quite pathetic ones.

The many odious story had to come from the state which for so prolonged was held in awe for carrying produced 5 mythological warriors. Indeed, Malacca, according to the ever-changing history books, is eminent for the warriors 5 Hang! s, Tuah, Jebat, Lekir, Lekiu as good as Kasturi.

Tuah, especially, has prolonged been credited with carrying provided the rallying call which regularly warms the cockles of the ketuanan mob. Unfortunately, the repute of these 5 as proud Malay warriors has perceived the bit of the reversal lately, with the little historians asserting which they were some-more anticipation total than genuine ones, as good as others murmur shock, horror which they might not have been Malays after all and, may, instead, have had Chinese origins.

The Ugly: Ali Rustam outshines all

But all this pales in comparison to the repute of the current Chief Minister, (Hang) Ali Rustam, who seems to have sailed in to the storm with his Malaysian Book of Records (who follows that, you wonder?) wedding feast for his son.

A feast for 130,000 people no less, which Ali says cost him 'a mere' RM600k. Indeed, the feast which, according to an purported memo, was partly 'sponsored' in the form of apparatus as good as crew belonging to the Malacca state authorities.

God-given right to make use of office

Such, it would seem, is the warp bargain of what constitutes right as good as wrong in this country which when this story initial broke, the reply by those implicated in this intensity abuse of state services as good as personnel, was the single of indignation; which the people who were raising the complaints were simply 'jealous'.

Indeed, celebration of the mass through the reports, the single couldn't assistance though feel which this person similar to others in! his in front of of power believed which it was his God-given right to use, in truth abuse, his office, for his own gain.

This, many believe, is the inlet this system of administration has sunk too. Indeed, it has truly sunk so low which the head of the system of administration had the gall even some-more not long ago to give us all the harangue upon the need for leaders during all levels of society to quarrel corruption, during the time when whistleblowers similar to Rafizi Ramli and, of course, Suaram, have been being tormented as good as intimidated by his own regime's minions for you do only that.

What has turn of accountability, you might good ask? What, indeed, has turn of shame?

National debt: Najib putting country at great risk

Prime Minister Najib Abdul Razak is putting a nation during risk by hinging a reduction of inhabitant debt commission upon a expansion of sum made during home product (GDP), pronounced Shah Alam MP Khalid Samad.

NONE"BN is putting a nation in a precarious situation. Everything will depend upon a economic performance of one year. Everything hinges upon subsequent year's (growth)."

Khalid (left) was responding to Najib's Oct 3 statement upon Google Hangout which a country's debt-to-GDP ratio would not strike a 55 percent ceiling if a nation can maintain a GDP expansion of five to six percent subsequent year.

The inhabitant debt projected in Budget 2013 has climbed to RM502.4 billion or 53.7 percent of a GDP, from this year's 51.8 percent.

Khalid expressed doubt which Najib would be means take petrify steps to revoke a inhabitant debt as well as during a time, stimulate a economy.

"Do not be surprised if subsequent year he (Najib) justifies which Japan as well as US have a larger debts than their GDP," he told a forum upon a federal bill in Petaling Jaya final night.

Also benefaction was Lembah Pantai MP Nurul Izzah Anwar as well as Seri Setia assemblyperson Nik Nazmi Nik Ahmad.

'Political competition'

According to Nik Nazmi, a domestic foe right away is no longer in in between a "government as well as opposition" but in in between "the supervision as well as a government-in-waiting".

Nik Nazmi additionally described concerns about! too mos t politicking in a nation as inaccurate, arguing which this was normal when two domestic blocs compete to infer which is most appropriate in combining a government.

"We are saying a emergence of domestic incident which is some-more competitive," he said.

Before a forum, PKR boss Dr Wan Azizah Wan Ismail launched a book entitled'Pendedahan di Parlimen: Dasar dan Cabaran Malaysia' (Expose in Parliament: Policy as well as Challenges of Malaysia).

The spiritual is political

"The bona fide powers of supervision extend to such acts usually as have been injurious to others. It does me no injury for my next door neighbour to contend there have been twenty gods or no god. It neither picks my pocket nor breaks my leg."- Thomas Jefferson

COMMENTIt boggles a mind when people tatter which sacrament here in Malaysia is being "politicised". What stone have you been living underneath all these years? And it's routinely a non-Muslims who have been a many outspoken in articulating this "concern".

Living in fright which your eremite beliefs would somehow offend a infancy status quo or during a really least would be used as domestic mileage, has meant which non-Muslims have had to practise their religions sensitively lest they stir a hornet's nest.

church christian in kuala lumpur 1If you can agree which Islam has been politicised in Malaysia (and around a world for which matter), you should accept a being which there has been a domestic awakening of Christians in Malaysia which manifest by a rejecting of detachment which was a normal for a village all these years.

Why this many simple of approved right is intolerable or threatening to those who want to damp a status quo points some-more to a specific kind of mentality which a Umno watch has created rsther than than to any genuine anti-Christian view in this country.

Non-Malay appeasers may mock these brand new found tentative steps of engagement with a domestic routine as naivety of a delicate social balance though a being is which despite a numerous provocations a vill! age has had to endure, a infancy of Muslims in this republic aren't a undiscerning sorts who nonetheless may not be opposition supporters though who do not view their approach of eremite life underneath threat ! simply because they assimilate a being which they have been a majority.

While living underneath this multiracial/religious peace, solemnly though surely all evidence of a polychromatic eremite past has been erased as well as non-Muslims have seen their religions turn collateral repairs in a on-going tale of a stream regime's query to maintain omnipotence over a Malay polity.

Chasing a Christian vote

The ultimate provocation is a Lim Guan Eng/Utusan Malaysiasaga of a claim of practising "politics" in church.

NONEUtusanhas claimed which sure church leaders have been dismayed during a antics of Penang Chief Minister Lim Guan Eng. The DAP secretary-general in return has accusedUtusanof "twisting a words of church leaders" in an try to discredit him.
Given thatUtusan,by their own admission, have claimed which they"spin" as well as "fabricate"reports because they "support" a government, whatever they contend is suspect.

On a all separate note, you regularly found it comical which nobody in a supervision has come out as well as condemnedUtusanfor observant which they would distortion for a supervision given PM Najib Razak's target is to have Malaysia a best democracy in a world, though you digress...

Since sacrament has regularly been used a domestic tool here in Malaysia, so you have no complaint if Lim was chasing a Christian vote. My regard here is which why Umno-BN isn't chasin! g a Chri stian vote seeing as how a so-called "Anglo" (sic) Chinese bend of a Chinese village has deserted a MCA in foster of DAP.

After all, Najib hasmet a Pope. Obviously he doesn't have a complaint with Christians even though his outsourced minions have numerous provocations against a Christian village as well as hold eremite "tolerance" to ransom.

All Lim did was to remind Christians to verbalise out against injustice, which frankly a village has been reticent about for a really prolonged time.

Speaking against injustice

The unhappy being is which Christian evangelical sorts for a many partial have concerned themselves with aggregation wealth as well as networking in a name of God, all a whilst playing a diversion of one-upmanship amongst them competing to see which congregation is some-more "blessed".

This naturally means which church is richer. High-powered motivational speakers have been flown in routinely of a American accumulation to teach a locals which God as well as capitalism walk hand in hand.

So a sign of a ethos of a Abrahamic conviction is something which is indispensable in this day as well as age, generally here in Malaysia. The actuality which Lim acknowledged which his administration has been getting upon fine with a internal eremite authorities should be a sign which a shift of supervision does not indispensably meant which there would be chaos.

NONELutheran Evangelical Church bishop Solomon Rajah (right in photo) has given said he wasmisquotedbyMingguan Malaysia, but what you would similar to to address is a idea in a alleged quote, "We do have a right! to verb alise out against misapplication though Malaysia is not in such a state of disharmony which you need to brew devout counts with politics", which is a sincerely common refrain amongst a sure segment of a Christian demographic.

I regularly get a bit confused with this loving belief. you would pretence which in order for Malaysia not to get into such a state of chaos, Christians should be speedy to verbalise out against a misapplication they witness not usually against them though upon anybody.

Issues of corruption, domestic malfeasances, as well as selective prosecution for example have been devout counts or during least have been deliberate such by any right-thinking person of faith. An! d these i! ssues have been inevitably domestic matters.
Coming out of joy zone
Understand now, what you am not advocating is which churches take a narrow-minded stand (although you have no complaint even if they did), what you am advocating is which Christians, similar to any alternative Malaysians, verbalise up upon issues affecting a republic as well as be vicious of either BN or Pakatan Rakyat when it is warranted.
Consider a posting upon a Council of Churches website titled'Malaysia during a Crossroads: Churches Responding to a Challenge', where Dr Michael Devaraj said, "There is a stirring in a republic for shift as well as shift is going to come."
From a website posting, "In a brand new years, a flourishing shift as well as deception of Islam during all levels of society has caused warning to a minority eremite communities in a country. Any avowal of minority rights would fast be interpreted as a plea to a infancy Malay/Muslim domination of national politics.
"The forum speakers challenged a Christians to come out of their joy zones as well as mobilise people to work! for cha nge. The churches could turn centres of enlisting brand new electorate to register their names.
"The plea which was released during a finish of a forum was for Christians to go out as well as have every vote equate in a stirring elections."
Now of course, a little would interpret this as a little sort of provocation by Christian groups though a being is which this brand new found domestic awakening is not confined to usually Christians.
Maszlee Malik's as well as Musa Mohd Nordin's offerings'Whistleblowing is an Islamic duty'may be pro-Pakatan propaganda though usually a fool who would not admit which this is a welcome shift from a bile entrance from a Islamic wings of Umno.
We have been regularly looking for a some-more "moderate" form of Islam as well as at your convenience these moderates verbalise up, there is a tendency to knock them down. Well, screw that.
you wish Pakatan all a best in attempting to redefine a discourse as far as Islam is concerned as well as goal which PAS will realise which a usually approach they will ever grasp an Islamic state (the kind a non-Malays fear) if they hook up with Umno, so maybe it's improved which they continue attempting to find common ground with alternative religions over a usual social bigotries which would be a substructure for a durability domestic ideology.
you am a good sceptic of organised sacrament though you would prefer sacrament be used as a tool which helps build a brand new Malaysia rsther than than a arms which keeps us in a stream Malaysia.

Cops fired tear gas at trapped protesters, lawyer tells Suhakams Bersih inquiry

Riot military have been seen banishment rip gas canisters during Bersih protesters in this file photo. Reuters pic
KUALA LUMPUR, October 10 Riot military dismissed rip gas during protesters trapped in a slight highway here during a Apr twenty-eight Bersih rally, a Bar Council spectator told a Human Rights Commission (SUHAKAM) inquiry currently in to central assault during a electoral reforms rally.
Senior counsel Christopher Leong's testimony during a SUHAKAM inquiry is a ultimate in a array of eyewitness accounts of what appeared to be high-handed as well as frequently violent as well as assertive movement taken by military to mangle up a convene attended by thousands of Malaysians.
Leong was watching a criticism upon Apr twenty-eight for a Bar Council.
He testified currently which a military dismissed rounds of rip gas even though it was clear protesters could not sunder from Jalan Melayu, a slight highway nearby a Masjid Jamek LRT station.
Leong said a protesters could not move divided as systematic by a military earlier since another organisation of demonstrators had approached a area from during a behind of them.
"I saw a military approaching a protesters as well as banishment rip gas right in a center of a crowd. At a time, I was standing in a middle.
"We couldn't leave. We couldn't move during all. It was impossible to behind away."
Bersih has repeatedly argued which military had dismissed rip gas with a intention of harming participants of a Apr twenty-eight convene for giveaway as well as satisfactory elections here, as well as used extreme force to make arbitrary arrests.
The electoral reforms organisation had formerly submitted a inform to SUHAKAM to behind its claims with video as well as alternative document! ary evid ence.
Bersih had added which a military used indiscriminate, disproportionate, undue as well as extreme make use of of force opposite participants who largely did not arrangement any act of provocation or misbehaviour.

The demonstration turned chaotic after military dismissed rip gas as well as protesters were incompetent to sunder since of a outrageous crowds choking a slight streets.

Raise the speed limit before implementing AES

http://starstorage.blob.core.windows.net/archives/2012/8/3/nation/n_camera.jpg
road avenger
A supposedly towering figure of 63,558 offences were reportedly detected by fourteen AES cameras in a camber of over eight days.
That functions out to be we estimate 4539 offences available per camera, as well as 567 offences in a day.
With such figures, somebody will be laughing all a way to a bank.

Does anybody bother to ask what a first reason is for such a tall series of offences commited?
I positively don't see a lot of drivers beating a trade lights, even in a city center.
Besides, how most drivers or cars can burst a trade light prior to alternative cars upon a alternative side starts moving upon green?
The usually plausible as well as most possibble explanation is a outdated speed boundary upon most roads as well as highways.
Many sections of highways have speed boundary of usually 60km/h, when in reality, if adhered to, will delayed down trade as well as means bottlenecks as well as large jams (not to discuss honkings from indignant drivers at a back of you).
It could even means accidents, as drivers try to pass drivers who strictly follow a speed limits.
Take a expostulate upon a NPE as well as we will see how silly those speed boundary are. Even 80km/h is distant as well delayed for a little sections.
From my observation, roughly no drivers follow these ridiculously delayed speed limits, as well as with thousands of cars regulating a roads everyda! y, AES w ould constraint tens of thousands of these "offenders".
The best resolution is possibly to raise a speed limits, or usually issue summons if a driver exceeded a speed extent by some-more than 20km/h

Whats keeping Malaysias Opposition together?

Pakatan Rakyat is an fondness of profoundly opposite backgrounds, with secularists, theocrats, conservatives as well as progressives operative together.
Bridget Welsh, The Malaysian Insider
What keeps a Malaysian antithesis Pakatan Rakyat (People's Alliance) together? The discerning answer often given is a usual poke of domestic power.
While energy frames a relationships in in between 3 disparate domestic parties - Islamist PAS, secular-committed Democratic Action Party as well as a umbrella reform-oriented PKR of Mr Anwar Ibrahim - it is not a glue of a antithesis alliance. Were this a case, PAS would have left a bloc when "Barisan Nasional" floated a offer of joining a supervision in 2008 as well as intense jockeying took place inside of PAS.
The answer lies in a 3 parties' usual dignified compact. Pakatan Rakyat is an fondness of profoundly opposite backgrounds, with secularists, theocrats, conservatives as well as progressives operative together. In a world wracked with tensions over sacrament as well as misunderstandings, Malaysia's antithesis stands out in bucking general trends of difference.
CORRUPTION IN EVERYDAY LFE
Three usual principles bind a Opposition together. The first is low regard with autochthonous corruption.
The problem of crime is not new, as well as while Malaysia's practices have been assessed upon top of most in Asia, including Indonesia, what has become increasingly strong is which it has crossed a line of acceptability for most Malaysians. Survey results uncover which an overwhelming majority perspective their officials as corrupt as well as hold which their officials do not reside by a law.
Scandal after scandal, from a National Feedlot Corporation as well as Scorpene, to a new rev! elations about a prolongation of a Ampang LRT, has inundated citizens. While there have been most civil servants who work hard to broach services, there have been pressures inside of a complement to heed to predatory practices.
Malaysian crime was primarily concentrated in in between a chosen by a practice of "money politics". But some-more as well as more, it is extending in to bland issues such as propagandize fees, crime impediment as well as use provision.
Most basic food items, such as sugar as well as rice, have been scored equally to non-transparent deals of politically-aligned businessmen, as have been bigger items such as cars by Approved Permit licence allocations.
These weaknesses in governance share a usual dignified thread - a absolved minority using a complement to their advantage, as well as this is hurting a majority as well as widening inequality.
FAIRNESS AND THE PLAYING FIELD
This leads to a second usual element - fairness. The 3 domestic parties each have a opposite take upon what is fair, though there have been areas of similarity: Namely, everybody should have a chair during a table; everybody should be treated with colour fairly in a justice of law; as well as social as well as economic inequalities should be minimised.
This usual perspective of fairness extends in to a outrage over unfair legal decisions as well as deep-seated concerns about misery as well as banishment of most Malaysians. Pakatan's source of citizenship has evolved in to one in which all Malaysians have been just which Malaysians. It is a modern perspective of citizenship, in which everybody has rights as well as a supervision is to reply to a people, not a other approach round.
The Opposition's dignified compress is additionally driven by a mutual seductiveness in expanding approved governance to level a domestic personification field.
Calls for a removal of a Internal Security Act (which was! danglin g as well as replaced by a some-more benign though reduction tested Security Offences Act progressing this year), electoral reform, freedoms of assembly, sacrament as well as speech, in in between other things, all tumble underneath a umbrella of expanding domestic space as well as rights.
Ever given a reformasi transformation of 1999, antithesis activists have assimilated forces in highlighting approved deficits as well as showcasing reasons for an expansion of democracy. Each criticism as well as domestic crisis has brought a antithesis together - from Bersih 1.0 in 2007, to a defections as well as successive takeover of a Perak state supervision in 2009. The holds fake by protesting together have been strong.
Since 2008, there have been significant efforts to rupture a Opposition's dignified compress upon mixed fronts. The charges of sodomy as well as crime have been scored equally to attempts to discredit antithesis personality Anwar Ibrahim as well as raise doubts about his dignified description to lead. The key of issues such as lesbian, gay, bisexual, transsexual (LGBT) rights puts vigour upon a relationship in in between a liberals as well as others inside of a Pakatan Rakyat.
The sensitive "Allah" emanate which rose to a fore in 2010 tested a Islamists' position. The pull for Malay rights underneath a rubric "Ketuanan Melayu" reflects efforts to strengthen racial supremacy over usual humanity as well as equality, to reimpose a social stipulate of a past.
Each of these issues has not broken a ties in in between a antithesis actors, as well as it is in partial due to a inflection of a underlying principles which bring them together.
THE PROBLEM OF HUDUD
This is not a dignified compress without problems, however. The greatest challenge for a Opposition lies within. It has to do with an emanate being negotiated via a Muslim world: The place as well as form of Islamic law, particularly hudud.
Gl obally, Islamist domestic parties from AKP in Turkey to a Muslim Brotherhood in Egypt have been grappling with how to bring about Islamic governance while maintaining rights. For liberals, a key of measures such as hudud violates a usual approved ideals, as there stays low distrust of Islamists in office.
For secularists, hudud violates their perspective of governance. Doubts endure in some quarters about whether a Islamists will continue to hold to a ideals in office, respect opposite eremite rights and, importantly, endure disproportion inside of their own community.
Detractors indicate to Algeria as well as Iran as sworn statement to a potential violation of trust. Others some-more open-minded prominence a negotiated paths of Turkey as well as Morocco.
For Malaysia, a hudud emanate stays upon a agenda, unresolved as well as unlikely to be so prior to polls. In open remarks, Mr Anwar has stressed a centrality of dialogue as well as element of consensus. There appears to be a operative agreement to agree to disagree.
Among Islamists there has been a tellurian trend towards larger place to live of disproportion as well as an appreciation of constitutional frameworks for governance. Many in a PAS aged guard, nevertheless, have been scored equally to a prophesy of a eremite theocracy which is increasingly becoming outmoded, even in Egypt where a President comes from one of a historically strongest advocates of these measures, a Muslim Brotherhood.
Islamists a world over have been having to reprioritise their principles in order to govern societies, as well as PAS will have to as well. What is important is which it will need to do this upon a own terms, rather than reply to ultimatums from allies as well as opponents alike.
Hudud will remain distinct to this campaign, because during a core, it puts vigour upon Malaysia's Opposition to reassess, reaffirm as well as strengthen their usual dignified priorities. It is this usual! ground however, which is Pakatan's dignified compress as well as for right away it is upon firm ground. Today
Bridget Welsh is Associate Professor of Political Science during a Singapore Management University.

Questionable

Najib has hailed a brand new bill carrier's entry in to a marketplace as a healthy step towards formulating better competition.
Industry analysts pronounced Malindo's participation could spark a price fight in a race to win marketplace share with a internal counterpart AirAsia, that is currently a region's greatest bill carrier.
Lion Air president Rusdi Kirana had pronounced Malindo would suggest fares as low or even lower than AirAsia though Tony Fernandes, AirAsia's boss, brushed off a suggestion, observant Malindo will not be able to "pull it off".
Fernandes referred to that Malindo will expected poise a hazard to MAS, that could spell some-more doubt for a inhabitant conduit that is struggling to have a quip in to a market.
Pua pronounced Pakatan Rakyat is all for foe though questioned if Najib had made a due industry in awarding a looseness to Malindo.
"There is genuine concern over a monetary integrity as well as credibility of a association that has failed to contention audited accounts over a past 5 years as well as a operational credibility of Lion Air in ensuring potency and, many importantly, reserve of the passengers".

Quality policemen is the way to fight crime

Former Inspector-General of Police Hanif Omar gives a small tips to a supervision as well as a stream military force upon how to quarrel crime.
PETALING JAYA: Good people, good precision as well as despotic supervision have been a 3 most critical factors in a quarrel opposite crime.
Former Inspector-General of Police Hanif Omar feels whilst a military force needs competent manpower as well as equipment, a most critical factor is quality manpower.
Hanif, a longest portion IGP of 20 years, was commenting upon efforts by a supervision to residence a worrying crime rate as clear in an increasing allocation of RM591million underneath a 2013 Budget.
Among alternative things, Prime Minister Najib Tun Razak had voiced which a supervision is augmenting military crew as well as equipment, unit bikes as well as CCTV cameras as good as spending some-more to repay auxiliary forces such as municipal volunteers.
In an SMS communiqu with FMT, 73-year-old Hanif lauded a increasing allocations for a force as "most welcome", as well as talked about ways to enlarge a potency of a force.
First, Hanif referred to which there contingency be KPIs (Key Performance Indicators) worked out for any personnel. "Each male contingency uncover a small formula from his month's work," he said.
"I used to check any unit car for its year's prolific work, including price of petrol, oil, lubricants, tires as well as servicing as well as compare it with a price of dual patrolmen's annual salary.
"I held several cars with nonexistence lapse of prolific work no arrests, no verifiable chases, no summonses. Some were dissipated by commanding off! icers or lesser officers."
He pronounced which 'beatmen' contingency be lerned to see tip-offs from their casual contacts as well as from curious observations.
"They contingency not walk a kick aimlessly though contingency get to know what activities have been carried out along their beats. They should be rewarded by timely promotions for consistently being prolific as well as display initiative. Do not promote those who produce no results."
Hanif additionally pronounced which enough income should be channeled into a training, re-training or advance precision of all officers involved in a rapist probity system.
"Also a upgrading of a supervisory skills as well as capacity of a echelons of supervising officers during all levels, with clear KPIs should be carried out.
"The lines in between a supervisors as well as a supervised contingency be redrawn clearly again. The blurring of a line as we think to exist today should promptly be stopped."
Effective patrols
He pronounced which difficult equipment should be supplied to grasp a improved monitoring of effective patrols.
"Ideally a men, cars as well as motocycles should be GPS tagged both for supervision as good as for safety. More CCTVs should be commissioned in crime prone areas as well as should cover beats as well as unit stopping as well as meeting points, so which control centre can monitor a beatmen as well as unit cars," he said.
He noted which there have been instances where deployed group garland up together in groups, adding which in recent times, he has seen 5 motorcycle patrolmen congregating in a single spot, including in children' s playgrounds.
"This speaks of ineffective as well as sterile deployment or supervision. [When we have groups of] 4 or 5, it means which 4 or 5 group cover only a single place instead of 3 or 5 areas."
"When group have been grouped together simi! lar to w hich they have a tendency to jabber instead of observing a goings-on for breaches of a law," he said, citing a Inspector General's Standing Order which dictates which no dual military beatmen should be closer to any alternative than 100 paces away.
"[They should be] tighten enough to support any alternative though as well distant from any alternative to chat."
Hanif pronounced which PDRM contingency not dont think about which a General Operations Force as well as a Federal Reserve (riot) Units (FRU) have been a IGP's haven forces which can be sent anywhere to support local forces.
"They have been mostly used for this role today though they should be restructured, given multi-skills training, as well as one some-more equipment to improve their versatility as well as skills, as well as to enable them to work in pairs or singly. That approach they can cover some-more area," he said.
He pronounced which all group should be enough equipped with "a palm gun, a walkie-talkie, an "American" baton, a capsicum spray, hand-cuffs as well as be lerned in with bare hands fight during slightest once a week as was done prior to so which they have been confident about their level of fitness as well as have been confident they can take upon bigger opponents".
"When a crime impediment crew a kick as well as patrolmen as well as a special rounds group have been not productive, some-more criminals would be means to dedicate crimes.
"When which happens a effort of CID a IOs as well as AIOs increases. When a detectives have been means to support a IOs as well as AIOs to examine successfully, as well as here they contingency be ably assisted by police, chemistry dialect or Ministry of Health debate scientists, then a military prosecutors as well as DPPs will have an increasing workload.
"If a IOs as well as a AIOs have been overloaded, they cannot persevere enough time to examine scrupulously as well as speedily, ensuing in cold ! trails, careless investigations bad justification gathering, broken chains of evidence, doubtful integrity of exhibits, bad documentation, as well as so on. Then a lot of cases will not be prosecuted or will get thrown out of court."
Misunderstanding of policing
Fighting crime, he said, requires a combined efficacy of crime prevention, crime detection, crime review as well as crime prosecution.
"They have been inter-dependent functions involving a Management as well as CID branches, as well as a AG Chambers. The efficacy of all these units contingency be scrupulously balanced as they have been interconnected," he said.
He pronounced which fighting crime calls for crime impediment which is mostly a work of a Management/Administrative Branch, where all kick as well as patrolmen come under. Crime detection, upon a alternative hand, comes underneath a CID in a form of detectives or a special round crew (under Management Branch).
"Who in a military force have been doing crime fighting? Judging by statements by a small politicians as well as members of a public which a annual military budget allocates as well most income to Management/ Administration as well as as well small to CID, it shows a disagreement of policing."
He pronounced which a one some-more budget would boost a Management's crime impediment efficacy with 10,000 one some-more military volunteer haven crew as well as 1,000 unit motorcycles.
Hanif additionally pronounced which a enough series of a 1,000 motorcycles should be used by kick as well as unit supervisers, as well as even AIOs as well as IOs, to enhance a men's c! omplianc e with a SOPs.
Recounting his younger days as an review officer in Malacca, Hanif said: "I used my own scoooter when we was an IO, carrying my fingerprint-lifting tools, my own camera as well as my comparative ruler, statement forms as well as military 55A report forms.
"That approach we could proceed to a crime stage but waiting for a inadequate military car to take me to a place, which approach victims of crime were attended to fast creating a improved level of satisfaction."
Asked what he thought was a most critical aspect a PDRM should focus upon right now, Hanif said:
"I would contend some-more AIOs (assistant review officers), Ios (investigation officers) as well as CID (criminal review department) group supervisors or SIOs (senior review officers) who have undergone complete CID multi- skills as well as group training."
He pronounced which preferably, any IO should handle no some-more than eight new IPs a month, though he noted which a IO would additionally be loaded with most older IPs which have not found closure as well as needed to be followed up on. He pronounced which any AIO should not have some-more than 20 simple IPs a month
Hanif additionally referred to combining CID teams consisting "one SIO, dual IOs, dual AIOs, dual general debate detectives (fingerprint as well as plastercast-lifting) as well as 4 ordinary detectives".
"Investigations should be team-play as well as not exclusive. Every group part of should be means to handle any enquiry by victims of a crimes they have been investigating," he said, adding which any group contingency be quipped with all a difficult collection to support in investigations.
He pronounced which "special crimes" similar to difficult commercial or cyber crimes, or tall form crimes should be rubbed by special skills teams.
Hanif noted which dual things have been dragging down a military image:
"First, a notice of incre! asing cr ime as well as relative miss of security it doesn't matter which a world rates us as being among a safest countries in a world: public notice is some-more important.
"Second, a relative low series of successful prosecutions compared to series of index crimes or so-called solved crimes."
