Govt mulls standard sentencing after complaints about rape cases

KUALA LUMPUR, Sept twenty-five Putrajaya will consider environment up the sentencing legislature to safeguard the streamlining of rapist punishment meted out by the courts, following the new conflict upon the light sentences perceived by two men convicted of statutory rape.

Datuk Seri Nazri Aziz told Parliament currently the supervision was agreeable to this suggestion when responding the subject from Lembah Pantai MP Nurul Izzah Anwar.

The PKR MP longed for to know if the row would be set up manage the law following the courts' preference to free former inhabitant bowler Noor Afizal Azizan upon the good behaviour bond, after he was convicted of raping the 13-year old girl.

"The Government believes that the sentencing legislature can be put! in place but not the cabinet to examination probity decisions," Nazri(picture), who is de facto Law Minister, said.

"It is dangerous if you have the examination complement as this will create an additional tier in the authorised system. This is because there is the cabinet higher than the courts to examination their decision," he added.

Nazri pronounced the sentencing legislature would usually demeanour at streamlining probity sentences as well as not revisit cases to examination judgments.

He combined he had met Chief Justice Tan Sri Ariffin Zakaria to plead the matter as well as he had indicated that the sentencing legislature could be determined with the agreement of the government.

"A couple of NGOs as well as the ministry of women, family as well as village growth have met as well as delivered an conflict chit in the bowler's case, as well as I have delivered it to chief probity Tun Ariffin Zakaria," Nazri said.

"In the meeting, you were de! liberati ng this preference was surely done by the courts, you don't wish to interfere in their affairs.

"In the bowler's case, you cannot right the courts' preference in the authorised system."

Need for Constructive Journalism in Malaysia

September 24, 2012

Need for Constructive Journalism in Malaysia

by Dr. Bridget Welsh@www.themalaysianinsider.com

Too many of a stating upon domestic events inside of Malaysia is based upon fabrications, rsther than than research anchored in research as well as obliged journalism. There has been noticeable spoil in a professionalism of journalists, possibly from selling out their beliefs to rivet in partisanship, or through a miss of correct mentorship or training.

Some of this is a product of a flourishing rival domestic environment, where formerly some-more reliable mainstream writings have compromised their firmness for their domestic masters, while in alternative cases, a drive to tell a story primary as well as make it a many marvellous has comprised a due industry of correct reporting.

Simple things, such as checking contribution as well as quotes, have left by a wayside. Worse yet, it has become excusable for a little to tell shoddy work, as well as rsther than than be chided for this practice, it is openly encouraged as well as financially rewarded.

Readers sometimes take what is published during face value, rsther than than taking advantage of a some-more discerning approach to what they have been reading. Too many of a contention of ruling body is tied to misrepresentation as well as misunderstanding.

It is a time of domestic transition in Malaysia. The incumbent celebration which has held onto power given 1957 55 years is confronting a many rival polls in history. At a open forum upon Monday September 17 in Kuala Lumpur, we explained why based upon polling trajectories as well as fieldwork, a Barisan Nasional (BN) has not regained significant belligerent given March 2008.

I sug! gested, however, which electorate alone will not confirm a electoral outcome. Concerns engage a firmness of a elections. The stroke of a widening unlevel electoral playing field is not nonetheless known. We have additionally seen over a final three years given a March 2008 polls which a incident is very fluid, as Najib Razak's administration department reached a tall in support final November as well as has been disappearing in recognition given a Apr BERSIH rally, although during sundry levels between different communities.

While many Malaysians have decided how they will vote, a middle belligerent is in flux as well as has a potential to pierce again as a debate evolves. As such, a choosing is formidable to call. My own research indicates which a third of a seats have been extremely close. we pointed to a states of Sabah, Pahang, Perak, Johor as well as Selangor as a states with rarely rival seats, but argued which each chair will matter in a arriving General Elections.

The campaign, candidate preference as well as make use of of state resources will additionally shape a final outcome. The majority of my alternative remarks focused upon new trends in voting behaviour, issues which will be presented in destiny articles.

The quality of a media coverage of a forum raises concerns as well as provokes a call for larger helpful as well as obliged dialogue as Malaysia enters new uncertain domestic terrain. When a forum began, we asked a media to check quotes with speakers as well as to work with professionalism.

Instead, a contributor from The Malaysian Insider (TMI) as well as subsequent media reports by reporters who were not during a event, have di! storted a discussion, misquoted remarks as well as acted irresponsibly. None of a reports upon a eventuality have followed a ask to check their contribution as well as many of a reports of a eventuality have been second- as well as third-hand reports done from a strange injured inform TMI report.

Initially, there were dual areas of concern. First of all, a TMI media inform of a eventuality focused upon a reply to a final subject of a night in a two-and-a-half hours of discussions, rsther than than covering a contention in a assembly as a whole.

The mischaracterization of a forum as a contention of "casting doubts about Pakatan" was from a conflict a distortion. The article's title was misleading as well as not reflective of a proceedings. This is a discouraging trend in Malaysian stating a concentration upon sensationalism rsther than than substance.

The issues which were discussed lonesome a range from tellurian rights concerns as well as Sabah ruling body to a rising environmental transformation as well as a role of morality in voting.

Second, a TMI inform had a series of significant errors. For example, my in front of to a subject whether "Can Pakatan Rule?" was not reported. we obviously stated which "Malaysians electorate should decide." Subsequent interpretations of this inaccurate stating of my reply have been tampered with to imply which we support a single side or another.

My remarks in a forum highlighted a challenges both sides will face in governing. we remarkable which whoever won a choosing would face a trust deficit between a share of voters, as Malaysian electorate have been polarized.

In another e.g. of error, a TMI stating utterly tampered with a contention of Dr Mahathir's legacy upon Malaysian politics. My remarks discussed a challenges UMNO as a celebration faced to reform, indicating out which it has not reformed given 2008, as well as arguing which this had to do in part with a legacy Mahathir left upon a party.

I argued which both Tun Abdullah Badawi as well as Datuk Seri Najib Razak faced difficulties in carrying out reforms due to pressures from this legacy of constraint. The altogether context of a contention was left out of a inform as well as mistakenly interpreted as praise for possibly Mahathir or Najib. The irony of a errors in a inform by TMI is which they utterly longed for a key points of analysis.

To devalue a strange problems in a stating of a forum, alternative reporters who were not during a eventuality as well as additionally did not check their contribution used it for their stories. In a single mainstay for The Star journal by columnist Baradan Kuppusamy, elements in a strange article were embellished with such partisan gusto as well as mischief which it had evolved divided from tampered with reality to fantasy.

To suggest, for example, which a speakers buttressed "Najib's reformist credentials" is factually incorrect. This is a finish fabrication. My own remarks centred upon open concerns with crime as well as open perceptions of a miss of substantive reforms. we never used a word "reformist" or "reformer".

The concentration of my remarks was upon factors affecting voting behaviour as well as their probable stroke upon a subsequent polls. The mainstay is embarrassingly riddled with multiple significant errors, as a columnist was not benefaction during a forum nor did he follow due industry in checking a facts. It is a unhappy day when this sort of stating is paid for.

In a primary TMI report, a contributor was inexperienced, as well as my strange hook was to have a still word to encourage better practice. Also a little of a strange inform did fairly account a little of a issues which were raised, even if a context was not provided as well as a title misleading.

The incident became even some-more! gross w hen reporters who did not bother to do any homework opted to make use of a injured inform as a basis of a story or in during slightest a single case a fable. we understand which in a Malaysian context misreporting is common. It is unfortunately clear which fabrications have been additionally becoming some-more usual as well.

This does not take divided from a reality which these practices have been wrong as well as destructive. Media firmness as well as low standards of professionalism have been critical problems as well as those which have been hurt by them have been typical readers. They have been undermining a helpful contention which is needed to make firm Malaysia as it moves toward a better future. Malaysians deserve better.

TMI Editor's Note: The Malaysian Insider apologises for misrepresentation as well as errors done in a inform of a forum after checking with a reporter's notes as well as recording. The news inform has been corrected with a full quotes done by Dr Bridget Welsh in a forum to a subject which was asked. Once again, our apologies to a speakers in a forum. Thank you.

* Dr Welsh asked which this comment be appended following a announcement of her piece. "Thank you, TMI, for your professionalism, graciousness as well as helpful response."

Manmohan proves his mettle

Manmohan proves his mettle

by Mahendra Ved (09-25-12)@www.thenst.com.my

THE media headlines said it all: Manmohan Singh "bites a bullet", "displays animal instinct, during last", "goes for a kill".

The leonine qualities of a Sikh Prime Minister (of India) were seen as having surged unexpected as well as defiantly, to silence his critics who have indicted him of crime condoning it, during least, of process paralysis, of being India's misfortune premier as well as a "tragic figure" sleeping upon a job.

Last week, a strange reforms man pushed unfamiliar approach investment (FDI) in multi-brand retail, despite with riders as well as limited to peaceful states, permit energy exchanges to sell stakes to unfamiliar owners, concede unfamiliar airlines to buy in to Indian carriers, travel FDI levels in non-news promote services as well as disinvest in four blue-chip state zone units which could hillside in about US$ 2.5 billion (RM7.6 billion).

He combined this assault with a Rs5 (28 sen) travel in motor fuel price, an but a friend measure. But it was prolonged overdue, considering which from 2011 to 2012, India alien US$ 155 billion worth of fuel, a third of a total imports, almost a distance of a US$ 184 billion trade deficit.

It wasn't just a warn many people were astounded which he did it. And much some-more is in a tube during domestic as well as economic levels.Overnight, those who indicted him of inaction said he was overdoing it as well as all wrongly.

But India Inc is happy. Top honchos egged him upon to fight behind critics, including belligerent allies, who have been demanding a rollback.

The corporate-driven media has altered a stance. Fi! ght on, he is being advised. His alternative big constituency, a difficult-to-please center class, could take a prolonged time before it appreciates his measures. The charge is done formidable by a raging battle over whether FDI will keep a something great to eat they have been used to inside of easy reach.

The turn of a tide, as well as mood, has given a scam-tainted supervision as well as Congress Party new confidence. Even as he certified which a economic situation was grim, Manmohan talked of "courage as well as some risks" to counter it. He has shown a way. "Manmohanomics" is back.

Gung-ho upon swindle in a government, a repelled domestic opposition has launched a nationwide stir against a "surrender" as well as "loot". The Right as well as Left have assimilated forces.

The Left says a total "no", though a Bharatiya Janata Party (BJP) says: "FDI in sell is not indispensable during this moment." Mark a words "at this moment", anticipating to return to energy as well as take a credit.

Key ally West Bengal Chief Minister Mamata Banerjee withdrew support as well as another, Dravida Munnetra Kazhagam (DMK), assimilated a protest. Under compulsion, both must criticism louder than their principal adversaries a Bengal communists as well as Jayalalithaa in Tamil Nadu.

Manmohan's timing was good. Only a single key election, in Gujarat, is due in November. From next year, a Federal Government will need to be populist rather than reformist.

India's many underestimated Premier, Manmohan has done it before as well as got away with it.He staked his all to realise a polite nuclear understanding with a United States. He defied a communists, assured a socialists as well as trounced a Hindu nationalists. Through a brew of equates to satisfactory as well as foul, he won a confidence opinion in Parliament.

He su! rvived a nation's annoy during security lapses which flush after a 2008 Mumbai apprehension attacks. In a choosing 6 months later, a Congress softened a total in Parliament.

On a obtuse scale, he pushed reluctant ministers to endorse a giveaway trade agreement (FTA) with ASEAN, allaying their fears of farmers as well as their products in southern India being adversely hit.

He has regularly hiked fuel prices, angering a open as well as pushing up a prices of consumer goods. He engages in give as well as take. The motor fuel cost travel this time might be halved to assuage open view though but affecting a FDI as well as alternative reforms.

The impact a protests have upon a supervision would need to be watched. For now, none seems prepared to pull a plug. The numbers might assistance a supervision survive. But it would be hamstrung. Legislating in Parliament as well as pushing some-more reforms would be difficult.

FDI in multi-brand sell which critics call an "American agenda", has divided a Indians. Foreign retailers similar to Walmart, Carrefour as well as Tesco could right away take 51 per cent interest in vast format departmental stores.

Eleven states will adopt it. From a alternative half, big states similar to West Bengal, Tamil Nadu as well as Uttar Pradesh might be forced to change hook once they see approach benefits similar to cold storage chains which their vast plantation communities need.

Private airlines can capture FDI they badly need. Malaysia's AirAsia as well as Singapore's Tiger Airways have been reportedly in a race.Politics will go on to overrule economics as India enters this new theatre of reforms.

The secret filming of an announcement to execute a H2O predicament in Selangor is akin to a movie 'Wag a Dog', pronounced state exco member Dr Xavier Jayakumar.

NONE"I consider this is a desperate pierce of a bunch of guys who have lost everything as well as have no idea what to do," he pronounced when contacted today.

"They are now gone to a border of making films which of things which are not happening, like a movie 'Wag a Dog'."

He was referring to a 1997 movie which depicts a tip turn doctor's efforts in creating a illusory fight with Albania in sequence to distract a public from a sex scandal involving a US boss who is seeking re-election.

The supervision has stated which any law to demarcate inaugurated member from hopping from one party to another would go opposite Article 10 of the sovereign constitution which protects freedom of association.

karpal singh pc 200812 02In the written reply to DAP's Bukit Gelugor MP Karpal Singh(right), it pronounced people should be free to stick on or leave any party "without having to vacate their seats" as the penalty.

Karpal had asked the prime minister if the supervision would support Pakatan Rakyat MPs in proposing the shift to the sovereign constitution to move in an 'anti-hopping law'.

However, the reply from Mohd Nazri Abdul Aziz, Minister in the Prime Minister's Department, sidestepped the question.

He pronounced which any legislative addition to the constitution "is an issue of policy which needs to be studied as the whole, next to alternative associated laws".

Existing laws do not empower the Election Commission (EC) to establish penalties opposite inaugurated member who shift parties, he said.

The sovereign and respective state constitutions, as well as the Elections Act 1958, only authorise the EC to establish either or not the seat is vacant after reception notice from the orator of Parliament or the state assembly.

Need for Constructive Journalism in Malaysia

by Dr. Bridget Welsh@www.themalaysianinsider.com

Too many of a stating upon domestic events inside of Malaysia is formed upon fabrications, rsther than than research anchored in research as well as responsible journalism. There has been noticeable decay in a professionalism of journalists, possibly from selling out their beliefs to rivet in partisanship, or through a miss of correct mentorship or training.

Some of this is a product of a growing competitive domestic environment, where formerly some-more arguable mainstream writings have compromised their firmness for their domestic masters, while in alternative cases, a drive to publish a story initial as well as have it a many marvellous has comprised a due industry of correct reporting.

Simple things, such as checking facts as well as quotes, have gone by a wayside. Worse yet, it has become excusable for a little to publish shoddy work, as well as rsther than than be chided for this practice, it is plainly speedy as well as financially rewarded.

Readers sometimes take what is published during face value, rsther than than adopting a some-more discerning proceed to what they have been reading. Too many of a contention of politics is tied to falsification as well as misunderstanding.

It is a time of domestic passing from a single to an additional in Malaysia. The obligatory celebration which has held onto power given 1957 55 years is facing a many competitive polls in history. At a open forum upon Monday September 17 in Kuala Lumpur, we explained because formed upon polling trajectories as well as fieldwork, a Barisan Nasional (BN) has not regained significant belligerent given March ! 2008.

I suggested, however, which electorate alone will not decide a electoral outcome. Concerns engage a firmness of a elections. The stroke of a widening unlevel electoral personification field is not nonetheless known. We have additionally seen over a final 3 years given a March 2008 polls which a incident is very fluid, as Najib Razak's administration reached a tall in await final November as well as has been declining in popularity given a April BERSIH rally, nonetheless during sundry levels between opposite communities.

While many Malaysians have motionless how they will vote, a middle belligerent is in motion as well as has a intensity to move again as a debate evolves. As such, a choosing is formidable to call. My own research indicates which a third of a seats have been extremely close. we pointed to a states of Sabah, Pahang, Perak, Johor as well as Selangor as a states with rarely competitive seats, but argued which every chair will make a difference in a upcoming General Elections.

The campaign, claimant preference as well as make use of of state resources will additionally shape a final outcome. The majority of my alternative remarks focused upon brand new trends in choosing by casting votes behaviour, issues which will be presented in destiny articles.

The peculiarity of a media coverage of a forum raises concerns as well as provokes a call for greater helpful as well as responsible dialogue as Malaysia enters brand new uncertain domestic terrain. When a forum began, we asked a media to check quotes with speakers as well as to operate with professionalism.

Instead, a contributor from The Malaysian Insider (TMI) as well as su! bsequent media reports by reporters who were not during a event, have twisted a discussion, misquoted remarks as well as acted irresponsibly. None of a reports upon a eventuality have followed a ask to check their facts as well as many of a reports of a eventuality have been second- as well as third-hand reports made from a strange flawed inform TMI report.

Initially, there were two areas of concern. First of all, a TMI media inform of a eventuality focused upon a reply to a final subject of a night in a two-and-a-half hours of discussions, rsther than than covering a contention in a meeting as a whole.

The mischaracterization of a forum as a contention of "casting doubts about Pakatan" was from a conflict a distortion. The article's title was misleading as well as not reflective of a proceedings. This is a troubling direction in Malaysian stating a focus upon sensationalism rsther than than substance.

The issues which were discussed covered a operation from tellurian rights concerns as well as Sabah politics to a taking flight environmental transformation as well as a role of morality in voting.

Second, a TMI inform had a series of factual errors. For example, my position to a subject whether "Can Pakatan Rule?" was not reported. we clearly settled which "Malaysians electorate should decide." Subsequent interpretations of this inaccurate stating of my reply have been tampered with to imply which we await a single side or another.

My remarks in a forum highlighted a challenges both sides will face in governing. we noted which whoever won a choosing would face a certitude deficit between a share of voters, as Malaysian electorate have been polarized.

In an additional e.g. of error, a TMI stating utterly tampered with a contention of Dr Mahathir's bequest upon Malaysian politics. My remarks discussed a challenges UMNO as a celebration faced to reform, pointing out which it has not reformed given 2008, as well as arguing which this had to do in partial with a bequest! Mahathi r left upon a party.

I argued which both Tun Abdullah Badawi as well as Datuk Seri Najib Razak faced difficulties in carrying out reforms due to pressures from this bequest of constraint. The overall context of a contention was left out of a inform as well as incorrectly interpreted as regard for possibly Mahathir or Najib. The irony of a errors in a inform by TMI is which they utterly missed a pass points of analysis.

To devalue a strange problems in a stating of a forum, alternative reporters who were not during a eventuality as well as additionally did not check their facts used it for their stories. In a single mainstay for The Star newspaper by columnist Baradan Kuppusamy, elements in a strange article were detailed with such partisan propensity as well as effect which it had developed away from tampered with being to fantasy.

To suggest, for example, which a speakers buttressed "Najib's reformist credentials" is factually incorrect. This is a complete fabrication. My own remarks centred upon open concerns with crime as well as open perceptions of a miss of substantive reforms. we never used a word "reformist" or "reformer".

The focus of my remarks was upon factors affecting choosing by casting votes poise as well as their possible stroke upon a subsequent polls. The mainstay is embarrassingly riddled with mixed factual errors, as a columnist was not present during a forum nor did he follow due industry in checking a facts. It is a unhappy day when this arrange of stating is paid for.

In a initial TMI report, a contributor was inexperienced, as well as my strange hook was to have a quiet word to encourage better practice. Also a little of a strange inform did fairly comment a little of a issues which were raised, even if a context was not supposing as well as a title misleading.

The incident became even some-more egregious when reporters who did not worry to do any task opted to make use of a flawed inform as a basis of a story or in during slightest a! single case a fable. we assimilate which in a Malaysian context misreporting is common. It is unfortunately clear which fabrications have been additionally becoming some-more usual as well.

This does not take away from a being which these practices have been wrong as well as destructive. Media firmness as well as low standards of professionalism have been serious problems as well as those which have been hurt by them have been ordinary readers. They have been undermining a helpful contention which is needed to strengthen Malaysia as it moves toward a better future. Malaysians merit better.

TMI Editor's Note: The Malaysian Insider apologises for falsification as well as errors made in its inform of a forum after checking with a reporter's records as well as recording. The news inform has been corrected with a full quotes made by Dr Bridget Welsh in a forum to a subject which was asked. Once again, our apologies to a speakers in a forum. Thank you.

* Dr Welsh asked which this comment be appended following a announcement of her piece. "Thank you, TMI, for your professionalism, graciousness as well as helpful response."

GEMPAR BERAPI! NGEH KOMUNIS DIPUKUL TERUK DI KONVENSYEN DAP PERAK KE 17!

Konvensyen parti di Perak jadi medan perdebatan masalah dalaman

Kuala Lumpur: Konvensyen DAP Perak Ke-17 di sini semalam menjadi medan kepada ahli parti mengkritik Pengerusinya, Datuk Ngeh Koo Ham, termasuk perbuatannya mempersoalkan tindakan umat Islam membantah filem menghina Nabi Muhammad SAW, Innocence of Muslims.

Persidangan disertai 330 perwakilan dari seluruh negeri yang sepatutnya membincangkan persediaan menghadapi Pilihan Raya Umum Ke-13 juga bertukar menjadi perdebatan masalah dalaman parti.

Dikritik ahli parti

Perbahasan panas
Perbahasan yang semakin panas itu memaksa Pengerusi Konvensyen, Ng Wei Aik, menenangkan keadaan dengan meminta mereka berbahas isu nasional dan negeri, manakala semua isu dalaman dibincangkan mengikut saluran lain.

Bagaimanapun, perbahasan isu dalaman yang dianggap memalukan kepemimpinan DAP negeri berterusan sehingga persidangan berakhir jam 3 petang.

HOUSE PK: Ini laporan dari Berita Harian. Korang tengok la sendiri, bukan saja rakyat Malaysia membenci Ngeh syaitan komunis ni tetapi ahlul parti DAP juga amat membenci perangai iblis Koo Ham ni! Ap lagi rakyat Perak? Tak kira la Melayu ka Cina ka India ka, kena tolak ini DAP. Kalau Perak jatuh ke dalam tangan DAP lagi dalam PRU akan datang, maka hancurlah negeri kesayangan kita ni.

Pendedahan SUARAM sahkan 'regime change' Dr M
