Namun penamatan perjanjian juga mempunyai kos yang besar kerana nilai projek sahaja sudah mencecah RM1.9 billion dan sebahagian projek sudah bermula.

Hari ini pihak pembangkang (BN Kedah) sedap mulut menghentam pihak kerajaan negeri kononnya tidak buat kajian mendalam sebelum melabur di Papua (merujuk kepada kegagalan KCB di zaman Pakatan) soalnya dalam isu 990East ni BN buat kajian sampai takat mana? Dengan modal berbayar cuma RM50 ribu, sanggup melangkah kaki dalam projek RM1.9 billion.
