Kita mahu ucapkan tahniah kepada Mat Sabu. Kerana telah berjaya menggelabahkan orang UMNO dengan versi persejarahan Malaysia. Versi sejarah yang di nyatakan oleh Mat Sabu dalam suatu ucapan ialah bahawa bukan orang UMNO sahaja yang boleh mendakwa mereka berjuang menentang penjajahan. Mat Indera yang mengepalai serangan keatas balai polis di Bukit Kepong Muar joke adalah wira. Mat Indera joke menentang pendukung pemerintahan penjajahan.

Pilihan contoh yang di gunakan Mat Sabu untuk menyampaikan mesej nya, adalah unfortunate. Sebab yang mati dalam serangan tersebut ialah polis Melayu. Yang menyerang pula ialah pengganas bangsa Cina. Ia adalah resipi perbalahan kaum yang cukup enak. Resipi ini kegemaran parti politik seperti UMNO.

Pengunaan serangan Bukit Kepong sebagai contoh dengan segera di gunakan sebagai bukti bahwa Mat Sabu menyanjung komunis. Orang UMNO dan orang Melayu semua tahu, Mat Sabu tidak melakukan demikian. Tapi ia mesti di politikkan sebagai suatu yang besar kerana inilah peluang UMNO menunjukkan ia merwirai dan menjuarai bangsa Melayu. Yang mati ialah Melayu. Yang membunuh ialah Cina. Saya percaya, jika polis yang mati itu berbangsa cina, mana Mat Sabu akan di biarkan.

Namun oleh sebab sejarah di tulis oleh mereka yang menang, maka hanya peranan UMNO yang di perbesarkan. Tapi UMNO lupa, bahawa di mana mana negara, pengulang-kajian sejarah atau historial rider di lakukan. Pembukaan dan perjumpaan Amerika sekarang di lihat sebagai proses penaklukan keatas suatu bangsa yang di bunuh dengan penyakit, pencabulan, rogol, rompakan dan keganasan. Mereka yang dahulu di lihat sebagai mangsa yang tewas, hari ini di hidupkan kembali dan di beri tempat yang wajar dalam sejarah. Mat Sabu melakukan ulangkaji persejarahan nya sendiri. Mat Indera jangan di lihat sebagai CT.

UMNO tidak boleh mengambil risiko peranan nya di sangsikan. Ini lah modal politik mereka yang terbesar. Selagi UMNO dapat memonopoli peranan dan kedudukan sebagai satu satu nya pejuang kemerdekaan, kesetiaan orang Melayu keatas UMNO tidak akan goyah. Musnahkan monopoli tersebut, modal terakhir UMNO mengekalkan legitimacy sebagai wkail mutlak orang Melayu turut musnah.

Apa perlu di lakukan? Celakakan Mat Sabu- itu misi baru penyokong UMNO. Namun, dalam zaman ini dengan ujudnya kebebasan bersuara dan memberi pendapat di laman web, mencelakakan Mat Sabu tidak semudah ABC.Permintaan meminta Mat Sabu mohon maaf, akan di 'pantatkan'.

Dengan membayangkan bahawa bukan UMNO sahaja yang boleh mendakwa mereka sahajalah yang berjuang untuk kemerdekaan, asas kesasihan UMNO menuntut kesetiaan mutlak dari terutama nya orang Melayu, akan musnah. Bangsa lain sudah sejak 2008, mempersetankan UMNO. Jika kesetiaan mutlak UMNO itu re! tak! , dan ki ta tahu bahawa presence UMNO hari ini bergantung semata mata keatas keupayaan nya mengikat fikiran orang Melayu, masa depan UMNO itu sendiri amat muram. Menyedari perkara ini, UMNO sudah bertindak dengan overkill.

Suatu cara yang mudah ialah mengkomuniskan Mat Sabu. Overkill yang di lakukan ialah melibatkan PAS bersekali dengan Mat Sabu. Jadi kita lihat percubaan meluaskan pendirian Mat Sabu sebagai juga pendirian PAS. Disini lah kebodohan penentang Mat Sabu. Ianya meletakkan PAS, yang hdup mati politik mereka ialah Islam sebagai penyokong komunisme? Mana lah ada kebodohan yang melebihi ketongongan yang mahu meletakkan PAS yang bergerak atas landasan Islam sebagai penyokong komunisme? Adakah UMNO mempunyai cukup bekalan mempertahan dakwaan mereka bahawa Mat Sabu dan PAS itu penyokong komunisme? Kepada saya ini profusion yang UMNO tidak akan menang.

Kemudian kita ada cara muslihat yang menjadi kesukaan pihak lawan yang kehabisan modal penghujjahan. Discredit keperibadian lawan mereka. Maka kes dignified Mat Sabu yang lama, di siarkan kembali. Nyonya niggardly Jocelyn Tan dari akhbar star mengungkit kembali kes khalwat Mat Sabu seolah olah kes tersebut akan menghapus kontroversi dan ancaman keatas golongan berkuasa. Apa joke yang boleh di fahami dan di terjemah dari kes khlawat Mat Sabu itu tidak bermakna Mat Sabu tidak mampu memberi kredibiliti keatas versi sejarah Malaysia nya. Dr Mahathir lebih dahulu menghentam Tunku Abdul Rahman dan biasa nya condemnations keatas Tunku di lakukan oleh Dr Mahathir diatas pentas PAS. Ketika itu , Dr Mahathir senditi tidak laku dalam UMNO. Hari ini Dr Mahathir membela Tunku dan kondem PAS kerana mengangkat martabat pejuang kemerdekaan yang bukan dari UMNO.

Tapi bila Dr Mahathir menyetujui bahawa Malaysia tidak pernah di jajah, sekali lagi, Dr Mahathir sebenarnya kondem Tunku. Sebab jika negara kita tidak pernah di jajah, maka peranan Tunku dalam mencapai kemerdekaan negara tidak ujud. Jadi perdana menteri kita yang pertama sebetulnya tidak ada peranan apa apa dalam kemerdekaan negara kita. Oleh yang demikian, bagaimana Tunku Abdul Rahman boleh bergelar kemerdekaan sedangkan peristiwa merdeka itu sendiri tidak ujud. Bagaimana Tunku jadi bapa kepada sesuatu yang tidak ujud? Bila Dr Mahathir kata kita tidak pernah di jajah, dengan sendiri Merdekah! UMNO itu suatu pembohongan dan helah UMNO untuk terus menghamba-abdikan minda orang Melayu.

Hanya untuk menundukkan pendapat Mat Sabu, kita sanggup menggadaikan maruah dan prinsip? Kita jadi politikus dan highbrow pelacur? Kita sanggup mengatakan bahawa negara kita tidak pernah di jajah dan kerana itu, sesiapa dan mereka yang berkorban nyawa mempertahankan sebuah negara yang tidak pernah di jajah itu apa? Kita menipu untuk membolehkan kita berkata mereka adalah constant subjects negara dan yang membunuh mereka adalah petualang?

Kita lakukan ini semua, hanya untuk membuktikan perkara ini? Dimana moraliti pimpinan UMNO? Dimana clarity of self apply oneself kita sebagai ! orang Me layu? Tokoh2 pejuang kebang! saan Mel ayu yang kita agung2kan dan kita politikkan ketika masa runcing dan genting sebetulnya petualang?

Jika Malaya tidak pernah di jajah dan zaman pemerintahan Inggeris sehingga 1957 menjadikan Malaya sebuah protectorate, maka semenjak tahun 1946, yang di perjuangkan UMNO itu apa sebenarnya? Apa peranan UMNO sebetulnya jika demikian? Running dog atau anjing lumba untuk imperialism Inggeris?

Politikus UMNO dan highbrow penyokong nampak nya menggali lubang yang lebih besar untuk UMNO.

UMNO itu dan UMNO ini. UMNO memperjuangkan kemerdekaan. Demikian bunyinya fakta yang di tanam dalam benak kita. Buku sejarah pula membenarkan fakta tersebut. Professor pula mempertahankan fakta tersebut.

Tetapi tiba tiba, kita di beritahu, Malaysia , Malaya dan Tanah Melayu sebetulnya tidak pernah di jajah. Perkara ini di nyatakan oleh seorang bekas highbrow UM. Pendapat tersebut turut di sokong oleh Dr Mahathir yang di anggap sesetengah orang, masih lagi PM Malaysia. Kepada saya, kenyataan mutakhir Dr Mahathir mengenai kemerdekaan kita, mengonfirmkan tanggapan saya, bahawa sesungguhnya Dr Mahathir sememangnya, boleh berjalan di atas permukaan air. Ini menyebabkan semua orang berfikir. Adakah UMNO menipu kita selama ini dan deskripsi bahawa kita di jajah sebenarnya suatu pembohongan UMNO yang di perpanjangkan oleh UMNO untuk menghamba abdikan fikiran orang Melayu?

Tidak ada perkara yang lebih menyatupadukan orang Melayu selain daripada meyakinkan mereka, bahawa mereka berjuang untuk kemerdekaan. Tapi UMNO kata kita tidak pernah di jajah. Jika demikian, apa sebenarnya peranan UMNO dalam sejarah orang Melayu? Jika ia tidak pernah berjuang untuk kemerdekaan kerana kita tidak pernah di jajah dan para pemimpin nya memperakui hal demikian, maka UMNO sebenarnya tali barut imperialism Inggeris.
UMNO merupakan the greatest apologist keatas penaklukan Inggeris keatas negara kita. Ini juga bererti UMNO itu pembelot bangsa Melayu yang membuli bangsa Melayu tapi amat bongkok tunduk nya kepada kuasa imperialis seperti Inggeris.

Ianya membuat saya berfikir adakah Dr Mahathir juga pembhong besar- sebab untuk beberapa tahun ketika saya hadir ke Perhimpunan Agung UMNO, Dr Mahathir sebagai presiden akan menyebut dalam ucapan dasar nya, umatMelayu telah di jajah selama 400 tahun lebih. Sekarang Dr Mahathir kata, kita tidak pernah di jajah. Adakah perlakuan demikian menjadikan Dr Mahatihir using dog as well as greatest apologist for complicated day imperialism?

Adakah kita rela menjadi egghead hypocrites sem! ata mata mahu oppose dan disprove Mat Sabu dan repudiate Mat Indera k! edudukan yang important dalam sejarah Malaya? Kekeliruan yang terbit dari kontriversi cetusan fikiran Mat Sabu telahpun menyebabkan kesan yang saya khuatir akan terjadi- yakni ia menyebebakan wholesale review keatas peranan dan sumbangan UMNO di dalam merdeka tahun 1957. Maka dari tahun 1957 sehingga 1963 apabila Malaysia di tubuhkan, tahun tahun tersebut tahun apa? Adakah ianya Penjajahan dalam bentuk yang abstrak yang di cipta oleh pimpinan UMNO. Adakah UMNO penipu terbesar kerana memanjangkan penipuan dan pembohongan kita di JAJAH? Tujuan UMNO tidak lain dan tidak bukan untuk menjadikan orang Melayu itu bergantung kepada nya dan menghamba abdikan fikiran orang Melayu.

Assalamualaikum Warahmatullahi Wabarakatuh, Salam sejahtera dan Salam Hari Malaysia. Rakyat Malaysia yang dikasihi sekalian.

1. Alhamdulillah dengan limpah izin dan kurnia-Nya jua, kita dapat menyambut ulangtahun penubuhan Malaysia bagi kali ke-48 sebagai warga sebuah negara yang merdeka, berdaulat, demokratik, aman dan makmur.

2. Sesungguhnya kisah perjalanan Malaysia penuh warna-warni. Bermula daripada sebuah negara pertanian berpendapatan rendah semasa penubuhannya, hari ini, hasil mahsul perancangan penuh sistematik dan pelaksanaan begitu mampan, kita telah berjaya muncul sebagai negara perindustrian moden yang berpendapatan sederhana tinggi. Bertolak dari situ, sekalipun kejayaan yang telah dicapai bersifat staggering dan amat signifikan, ia bukanlah alasan yang membenarkan kita untuk berhenti berusaha, berasa puas hati, berasa selesa, apatah lagi mengambil sikap bersimpuh sambil berpeluk tubuh.

3. Apa yang sewajarnya dilakukan demi survival serta kesejahteraan rakyat terus meningkat lagi terjamin dalam dunia yang amat kompetitif dewasa ini, marilah melipatgandakan usaha bagi menambahbaik daya saing nasional melalui penggunaaan kreativiti, inovasi dan menjulat usaha penciptaan kekayaan baru berasaskan sifat keusahawanan mandiri. Semua matlamat ini tidak mungkin akan tercapai tanpa wujudnya! perpadu an nasional, keamanan, kestabilan dan keharmonian.

Membelek helaian-helaian t! awarikh, apabila negara mencapai kemerdekaan 54 tahun lalu sehingga Malaysia dibentuk enam tahun kemudiannya, bersama-sama Sabah dan Sarawak, banyak pihak ketika itu, sama ada pemerhati asing, mahupun warga tempatan berasa ragu-ragu serta waham mempersoalkan tentang, sebuah negara baru yang negeri-negerinya terpisah dek Laut Cina Selatan, sedang diancam pula pemberontakan komunis, dengan separuh penduduknya hidup di bawah paras kemiskinan, ditambah oleh faktor kemajmukan demografik yang luar biasa kompleksitinya, mungkinkah mampu untuk kekal utuh sebagai sebuah negara bangsa apatah lagi untuk berjaya?

5. Ternyata, pencapaian Malaysia selama ini, bertatih dan berjalan jatuh untuk mengecap nikmat kejayaan diiringi sebuah takdir yang penuh cabaran. Jika disisir sejarahnya, semacam satu keajaiban diawal usia setahun jagung meraih kemerdekaan, hakikat yang tersebut tadi ditambah berat pula dengan penerimaan sistem dan falsafah pentadbiran negara berasaskan Demokrasi Berparlimen, Raja Berperlembagaan serta Persekutuan, telah diterima amal secara tuntas oleh kita begitu awal ketika mana proses pembudayaan masih lagi tidak matang.

6. Jelas sekali, sebelum merdeka, warga tiga belas buah negeri yang bersatu membentuk Malaysia tidak pernah berpeluang untuk memilih kerajaan yang akan memerintah sekalipun corak pentadbirannya. Kewujudan mereka hanyalah sebagai rakyat negeri-negeri naungan atau tanah jajahan yang diberi keistimewaan politik terhad mengikut budi bicara kuasa pemerintah. Pastinya, ini, bukanlah hak politik tulen yang terbit daripada kewarganegaraan sebuah negara merdeka serta berdaulat.

7. Menyingkap fakta, sebelum merdeka, pemilihan politik pertama yang berlangsung di mana rakyat telah diberi peluang secara terhad untuk memilih wakil mereka adalah semasa pemilihan beberapa Majlis Perbandaran pada tahun 1952 dan seterusnya pemilihan sebahagian Anggota ! Majlis P erundangan Persekutuan pada tahun 1955. Sebaliknya, hanya tahun-tahun selepas merdeka bermula 1959, rakyat mula diberi hak dan tanggungj! awab sep enuhnya untuk memilih semua ahli Dewan Rakyat dan Dewan Undangan Negeri sebagai hak budi bicara mutlak dalam menentukan parti manakah bagi membentuk kerajaan.

Rakyat Malaysia yang dikasihi sekalian,

8. Sememangnya kita perlu bersyukur kerana dari masa hingga masa, walau apapun rintangan menjelma, sama ada bersifat dalaman mahupun luaran yang telah mengancam demokrasi dan kebebasan individu seperti pemberontakan komunis, konfrontasi menentang penubuhan Malaysia, rusuhan kaum, kemelesetan ekonomi, ekstrimisme agama mahupun cauvinisme perkauman, Alhamdulillah, setiap satunya telah berjaya ditangani dan dihadapi menggunakan kerangka tindakan berhemah, demokratik berasaskan prinsip keluhuran perlembagaan serta kedaulatan undang-undang.

9. Barang harus diingat jua, sepanjang tempoh tersebut tidak pernah terlintas di benak pihak kerajaan walau sedetikpun untuk menukar sistem Demokrasi Berparlimen dan Raja Berperlembagaan sedia ada dengan sebarang sistem anti-demokratik, waima betapa getir cabaran yang dihadapi. Seperti terakam pada susur galur negara, disebabkan tragedi thirteen Mei, Seri Paduka Baginda Yang DiPertuan Agong bertindak atas nasihat YAB Perdana Menteri ketika itu menurut peruntukan Perkara 150 Perlembagaan Persekutuan, telah mengisytiharkan darurat.

10. Salah satu kesan pengisytiharan darurat 1969 tersebut adalah proses pilihanraya yang belum selesai di Sabah dan Sarawak telah digantung. Peristiwa selanjutnya yang berlaku adalah pemilihan Dewan Rakyat telah disempurnakan dalam tempoh lebih kurang dua puluh bulan kemudian dan sistem Demokrasi Berparlimen dipulih kembali apabila keamanan negara telah stabil seperti sediakala.

11. Kendatipun begitu, Allahyarham Tun Abdul Razak selaku Timbalan Perdana Menteri pada masa tersebut merangkap Menteri Pertahanan yang telah diamanahkan mengetua! i Majlis Gerakan Negara atau MAGERAN, dengan memiliki kuasa mutlak eksekutif dan perundangan, tidak pernah menyimpan hasrat untuk mengekalkan kuasa-kuasa tersebut lebih lama daripada apa yang perlu.

12. Sudah terang lagi bersuluh, Allahyarham Tun bersama rakan-rakan ketika itu amat menyedari bahawa kuasa luar biasa tanpa sempadan yang tergenggam di tangan mereka tersebut tidak boleh sekali-kali dijadikan suatu kelaziman demi masa depan negara tercinta. Sebaliknya, mereka faham kuasa sum itu sekadar suatu amanah untuk mengekang dan mengawal tragedi serta kegoncangan yang berlaku.

Rakyat Malaysia yang dikasihi sekalian,

13. Sebetulnya lagi, sebagai sebuah negara demokrasi berparlimen, kuasa untuk menentukan parti politik mana yang akan membentuk kerajaan sama ada di peringkat Persekutuan mahupun di peringkat negeri terletak secara mutlak tanpa kekecualian di tangan rakyat. Setelah lebih lima dekad kemerdekaan negara dan hampir lima dasawarsa pembentukan Malaysia, kita dapati bahawa, pengalaman, kematangan serta kebijaksanaan rakyat negara ini dalam memilih kerajaan demi menentukan halatuju masa depan yang mereka dambakan tidak boleh dinafikan oleh sesiapapun jua.

14. Bahkan, saya sering mengutarakan bahawa era kerajaan mengetahui segala-galanya dan memiliki monopoli terhadap kebijaksanaan sudah melewati tempohnya. Revolusi dalam bidang teknologi maklumat, kemajuan komunikasi dan kecanggihan pengangkutan telah membuka persaingan serta perbandingan secara meluas lagi dinamik dalam pasaran idea.

15. Kontemporari ini, taraf serta akses rakyat kepada semua peringkat pendidikan semakin meluas seiring dengan korpus pengetahuan yang dimiliki. Disamping itu, pertumbuhan ekonomi yang mapan, pengurangan kadar kemiskinan dan inisiatif kejuruteraan sosial serta keberkesanannya, telah berjaya meningkatkan taraf hidup serta mewujudkan kelas men! engah ya ng besar. Mutakhir pula, keutamaan kehendak dan keperluan rakyat Malaysia telah mengalami perubahan yang besar berbanding empat atau lima dekad yang! lalu.

16. Melangkah lebih jauh, mentadbir negara yang terzahir dari saat kemerdekaan dikudratkan oleh kehendak rakyat, kerajaan kini akan terus komited menjunjung sistem Demokrasi Berparlimen, Raja Berperlembagaan, kedaulatan undang-undang, falsafah persekutuan serta prinsip imbang dan periksa di antara ketiga-tiga cabang kerajaan.

Rakyat Malaysia yang dikasihi sekalian,

17. Sebagai yang ramai maklum bahawa, kecuali darurat akibat konfrontasi tahun 1964, yang telah dibatalkan secara tersirat, kesemua proklamasi darurat lain yang telah diisytiharkan sebelum ini, masih dianggap berkuatkuasa sehingga hari ini. Justeru, menginsafi bahawa realiti negara Malaysia telah berubah, merasai denyut nadi, resah gelisah dan aspirasi rakyat yang mahukan Malaysia menjadi lebih terbuka lagi dinamik demokrasinya, di mana, pendapat, idea dan kebimbangan massa lebih diberi perhatian, agar dapatlah kita berdiri sama tinggi dan duduk sama rendah dengan sistem demokrasi lain di dunia yang berasaskan falsafah concept dari rakyat, oleh rakyat dan untuk rakyat, maka, kerajaan kini, di bawah Fasal 3 Perkara 150 Perlembagaan Persekutuan, akan membentangkan kepada kedua-dua Majlis Parlimen dengan usul agar ketiga-tiga proklamasi darurat yang telah diisytihar dulu, supaya ditamatkan kuatkuasanya. Pada hemahnya, sudah tiba waktu rakyat Malaysia menuju masa depan dengan paradigma seterusnya yang berasaskan harapan baru dan bukannya terbelenggu oleh nostalgia kekangan sejarah lampau.

Rakyat Malaysia yang dikasihi sekalian,

18. Dalam menyusun atur peradaban bernegara bagi menghadapi keadaan luarbiasa yang mengancam keselamatan tanahair dan kesejahteraan rakyat, tidak dapat tidak, menuntut kepada langkah-langkah khas yang kadangkala, bersifat di luar norma demokratik. Umpamanya, tindakan tahanan pencegahan. Sesungguhnya, kebijaksanaan menangani keganasan memerluka! n kita m encegah perlakuan itu, sebelum kehilangan nyawa mereka yang tidak berdosa, harta benda atau menatijahkan apa-apa kecederaan. Ini merupakan satu k! ebenaran yang bersifat tellurian dan diterima ramai.

19. Dari perspektif undang-undang Islam pula, ia terangkum jelas dalam Maqasid Syariah yang berobjektif melindungi lima perkara utama yakni; pertama: agama, kedua: nyawa, ketiga: akal, keempat: keturunan dan maruah serta kelima: harta benda. Bahkan prinsip Usul Fiqah banyak membicarakan tentang perlunya disekat lebih awal sesuatu kemungkaran itu, sebelum ia berlaku. Manakala satu prinsip menyatakan bahawa, keputusan pemerintah adalah satu amanah yang perlu dibuat bagi pihak yang diperintah atas kepentingan maslahah ramai.

20. Ini bukanlah ehwal yang pelik, tidak lazim atau asing. Terbukti, negara-negara demokrasi yang maju seperti Amerika Syarikat dan United Kingdom juga telah menggubal rangka perundangan khas bagi menangani ancaman pengganas pasca tragedi eleven September.

21. Pucuk pangkalnya, perseimbangan serta perimbangan yang harus ada bagi sebuah demokrasi moden adalah, diantara keselamatan nasional dan kebebasan individu. Itulah tugas dan tanggungjawab sebuah kerajaan yang matlamat tertingginya, menjunjung kebajikan serta kesejahteraan rakyat untuk mencari keseimbangan yang betul ini.

22. Misalnya, kebebasan bersuara yang dijamin dalam Perlembagaan Persekutuan tidak sesekali bermaksud sebagai kewenangan hak kepada mana-mana pihak untuk membuat fitnah dan menghasut api kebencian. Sebagai contoh mudah yang lain, kerajaan turut bertanggungjawab untuk menghalang jeritan palsu tentang bom dalam sebuah stadium yang penuh sesak. Ini kerana, kebebasan luar kawal sebegitu, akan hanya menimbulkan panik yang boleh membawa kepada kecederaan dan kehilangan nyawa.

Rakyat Malaysia yang dikasihi sekalian,

23. Sepertimana yang saya janjikan dalam ucapan sulung saya semasa mula-mula mengambil alih jawatan Perdana Menteri pada 3 Apr 2009, bahawa Akta Keselamatan Dalam Negeri 1960 (! yakni IS A) akan dikaji secara komprehensif. Sehubungan dengan itu, suka saya mengumumkan pada malam yang bersejarah ini, bahawa Akta Keselamatan Dalam Negeri 1960! (yakni ISA) akan dimansuhkan terus.

24. Untuk mencegah perbuatan subversif, keganasan terancang dan perbuatan jenayah bagi memelihara ketenteraman dan keselamatan awam, dua undang-undang baru yang sesuai akan digubal di bawah semangat serta payung Perkara 149 Perlembagaan Persekutuan. Pokoknya, akta-akta ini nanti bermatlamat untuk memelihara keamanan, kesejahteraan, kesentosaan serta kerukunan hidup rakyat dan negara.

25. Di atas segalanya, Kerajaan akan tetap memastikan hak asasi mereka yang terbabit terpelihara. Apa-apa undang-undang yang diperbuat akan mengambil kira hak dan kebebasan asasi berlandaskan Perlembagaan Persekutuan. Undang-undang baru ini akan memperuntukkan tempoh tahanan oleh polis yang secara substansialnya lebih pendek daripada apa yang ada sekarang dan apa-apa tahanan lanjut hanya boleh dibuat dengan perintah mahkamah kecuali undang-undang berkaitan keganasan, masih dikekalkan bawah kuasa Menteri.

26. Di sudut lain, kerajaan juga memberi komitmen bahawa mana-mana individu tidak akan ditahan semata-mata hanya kerana ideologi politik. Umumnya pula, kuasa untuk melanjutkan penahanan akan beralih daripada badan eksekutif kepada badan kehakiman kecualilah undang-undang berkaitan keganasan itu tadi.

27. Dalam konteks ini juga, selain memansuhkan Akta Keselamatan Dalam Negeri 1960, Kerajaan juga akan memansuhkan Akta Buang Negeri 1959 di samping mengkaji semula beberapa undang-undang lain bagi memastikan ia memenuhi kehendak semasa. Sehubungan dengan itu lagi, kita tidak akan teragak-agak untuk meminda atau memansuhkan undang-undang yang tidak lagi relevan.

28. Kajian semula komprehensif ini akan melibatkan Akta Kediaman Terhad 1933 dan Akta Mesin Cetak dan Penerbitan 1984 di mana prinsip pembaharuan tahunan akan dihapuskan dan digantikan dengan pengeluaran lesen sehingga dibatalkan. Kerajaan juga akan m! engkaji semula seksyen twenty-seven Akta Polis 1967 dengan mengambil kira peruntukan Perkara 10 Perlembagaan Persekutuan tentang kebebasan berhimpun dengan prinsip menentang se! keras-ke rasnya demonstrasi jalanan. Namun, kebenaran berhimpun diberi selaras dengan kaedah-kaedah yang akan ditetapkan kelak disamping mengambilkira norma-norma di peringkat antarabangsa.

Rakyat Malaysia yang dikasihi sekalian,

29. Sebagai sebuah negara, Malaysia dan seluruh warganya kini berada di persimpangan jalan. Pilihan yang kita putuskan hari ini akan menentukan nasib serta mencorakkan rupabentuk Malaysia pada masa hadapan, tanah air yang akan kita wariskan kepada anak-anak kita dan generasi mendatang. Persoalannya, mampukah kita melampaui dan mencabar wasangka lazim bahawa rakyat Malaysia daripada latarbelakang yang majmuk, status sosioekonomi berbeza dan fahaman politik pelbagai, secara iradat manusiawinya, tiba kepada konsensus untuk tidak tunduk menyerah kepada sekam kebencian dan kecurigaan yang pastinya mengheret kita ke lembah kehinaan. Sebaliknya, ayuhlah kita bersama mendaya sebuah masa depan yang sarat dengan harapan dan kemuliaan.

30. Yakinlah bahawa, ia satu kekuatan bukan satu kelemahan untuk kita meletakkan kepercayaan kepada kebijaksanaan rakyat Malaysia membuat pilihan dalam mencorakkan hala tuju masa depan mereka sendiri. Jika kita menganggap ia satu kesilapan maka, apakah maknanya pencapaian kita hari ini, apakah gunanya kita merancang pembangunan negara degan begitu tersusun semenjak merdeka, apakah gunanya kita membelanjakan sebahagian besar khazanah negara setiap tahun untuk memberikan akses pendidikan berkualiti kepada semua rakyat, membebaskan warga daripada cengkaman kemiskinan, membina infrastruktur fizikal serta teknologi komunikasi maklumat yang berkelas dunia?

31. Jawapannya sangat jelas yakni, langkah-langkah yang saya umumkan sebentar tadi tidak lain tidak bukan adalah inisiatif awal transformasi politik secara tertib lagi berhemah. Ia berdiri sebagai pelengkap amat penting ! serta pe rlu kepada insiatif-inisiatif transformasi bidang ekonomi dan penyampaian awam yang pihak kerajaan telah rangka dan laksanakan semenjak lebih dua tahun kebelakangan dalam u! saha men uju sebuah negara moden dan progresif.

32. Pastinya, masa bukan terlalu awal mahupun terlalu lewat, akan tetapi inilah kala pale sesuai serta waktu pale tepat untuk perhitungan-perhitungan besar sedemikian diambil dan dilancarkan. Kita maklum, walaupun bagi pendapat sesetengah pihak ia penuh berisiko, kita akan melakukannya demi survival, setelah lebih lima puluh tahun negara merdeka, dan hampir lima dekad Malaysia terbentuk. Lantaran kita di ambang pedati yang sedang berpacu deras untuk sampai ke destinasi sebagai sebuah negara maju sepenuhnya.

33. Akhir kalam, saya ingin tegaskan bahawa tanpa syak dan tanpa ragu-ragu lagi, Malaysia yang kita impikan bersama dan sedang kita cipta ini adalah Malaysia yang mengamalkan demokrasi berfungsi dan inklusif di mana keamanan dan ketenteraman awam dipelihara selaras dengan roh ketertinggian Perlembagaan, kedaulatan undang-undang, penghormatan kepada hak asasi manusia dan hak-hak individu.
