Namun begitu, Tun Dr Ismail p! ergi dah ulu apabila dia diserang penyakit jantung dan ini menyebabkan Tun Razak semakin tertekan.

Dia mula mengejar masa untuk melaksanakan berbagai-bagai perancangan bagi menjamin kestabilan serta masa depan Negara walaupun sentiasa diancam aktiviti Komunis dan Radikal yang mensasarkan Pegawai Polis tertinggi Negara.

Tun Razak mengambil langkah berani membina hubungan diplomatik dengan Republik China bagi melemahkan pengaruh komunis tempatan walau dia dikecam kuasa barat dan negara sekutu tertentu. Lawatannya ke China yang sangat berjaya dan menerima sambutan yang begitu meriah dan bermakna daripada Ketua Pemimpin China itu membuatkan anasir subversif dan Komunis membalas dendam.
