Think-tank: RM1 trillion debt by 2020 a possibility

"JUMAAT, fourteen Oktober, 2011: Kerajaan Pas Kelantan bukan sahaja gagal untuk menarik sebarang pelaburan baru dalam tempoh 10 tahun ini malah keadaan menjadi lebih buruk apabila ada di antara pelabur sedia ada berpindah ke negeri lain.
Ketua Dewan Himpunan Penyokong Pas (DHPP), Hu Pang Chaw berkata, itu adalah hakikat sebenar yang berlaku di negeri ini disebabkan kerajaan yang memerintah tidak dapat mewujudkan suasana yang 'mesra' pelabur.
Beliau berkata, negeri ini mempunyai pelbagai kelebihan berbanding negeri-negeri lain tetapi ia tidak pernah digunakan.
"Saya tidak marah kepada kerajaan negeri, saya bercakap untuk membaiki kelemahan, banyak turun padang dan jumpa pelabur dari dalam dan luar negara. Mereka pernah bersungut macam-macam masalah dengan saya. Apabila keadaan 'tidak menentu' lebih baik mereka pergi ke negeri lain.
"Sejak 10 tahun lalu tiada pelaburan di negeri ini, saya pernah sebut (mengenai masalah pelaburan) ini tetapi nampaknya saya seperti budak di tepi jalan yang tidak diendahkan kerana saya bukan orang besar yang kata-katanya perlu diambil berat," katanya ketika dihubungi semalam.
Beliau berkata demikian ketika diminta mengulas mengenai entri terbaru dalam laman blog Kickdefella bahawa Pang Chaw tidak akan meninggalkan Pas dan beliau kecewa dengan kegagalan Kerajaan Pas Kelantan melakukan transformasi.
Dalam entri tersebut, penulisnya, Syed Azidi Syed Abdul Aziz berkata: "Tiada siapa dapat menafikan peranan Pang Chaw dalam membawa masuk pelabur dari luar Kelantan dan dari kalangan usahawan Tionghua untuk membantu membangunkan Kelantan.
"Namun kerenah birokrasi dan enakmen-enakmen tertentu yang lapuk dan rigid membuatkan ramai pelabur tidak selesa atau berhadapan dengan m! asalah d i pertengahan jalan."
Pang Chaw berkata, pelabur hari ini boleh pergi ke mana-mana tempat di seluruh dunia yang menyediakan tawaran yang lebih baik kepada mereka.
"Pelabur ada duit, mereka boleh pergi satu dunia, apa kelebihan kita untuk menarik mereka datang. Contohnya Kelantan kalau tidak tunjukkan kelebihan dan keistimewaan pelabur tidak akan masuk.
"Sebenarnya Kelantan kaya dengan sumber asli, penduduk yang ramah dan tanah yang luas, negeri yang penuh dengan sejarah, tetapi semua ini tidak digunakan sepenuhnya," katanya."
Saya sendiri terkejut dengan kenyataan Pengerusi Dewan Himpunan Penyokong PAS Pusat, Saudara Hu Pang Chow yang menyebut bahawa sejak sepuluh tahun tiada pelaburan masuk ke Negeri Kelantan. Kenyataan Hu Pang Chow ini seharusnya membuka mata anak-anak Kelantan terhadap negeri tumpah darahnya ini.
Jika tiada pelaburan yang masuk ke Kelantan sejak sudah hampir sepuluh tahun, mengapa hutan di Kelantan semakin gondol sejak sepuluh tahun terakhir ini. Apakah penggondolan hutan ini bukan kerana terdapat perkembangan pesat yang memerlukan pembukaan kawasan baru?
Tidaklah perlu saya menjawabnya.
Husam, Naib Presiden PAS dan Exco Perancangan Ekonomi, Kewangan dan Kebajikan Negeri Kelantan, antara yang rapat dengan Hu Pang Chow.
Hu Pang Chow amat arif dengan keadaan ekonomi sebenar di Kelantan. Banyak yang boleh Hu Pang Chow perkatakan jika dia mahu. Itulah sebabnya Hu Pang Chow merasakan PAS seharusnya menumpukan lebih perhatian membangunkan Negeri Kelanta! n dan bu kan menghabiskan air liur dengan retorik agama semata-mata menjelang pilihanrayaSaya pernah menemu bual Hu Pang Chow beberapa kali sewaktu saya berkhidmat di Kelantan. Sedikit sebanyak saya dapat rasakan jerih perih anak dagang ini dalam membantu membangunkan negeri angkatnya untuk dijadikan manifestasi kejayaan parti politik yang dimartabatkannya. Individu seperti Hu Pang Chow sebenarnya adalah satu pemberian kepada rakyat Kelantan.
Saya tidak yakin insiden terbaharu kebelakangan ini akan membuatkan Hu Pang Chow akan tinggalkan PAS dan Kelantan, tetapi tidak mustahil seperti biasa, PAS dan Kelantan yang akan tinggalkan Hu Pang Chow kerana akhirnya parti itu mendapati idelisma Hu Pang Chow 'lebih PAS dari PAS'.
Dan bila semua itu selesai, Hu Pang Chow akan sedar, pakaiannya sebenarnya lebih hijau dari warna bendera PAS dan darahnya lebih merah dari bendera Negeri Kelantan. Hu Pang Chow juga akan sedar, sejarah hanya mengulangi dirinya dan belaiu adalah pilihan sama ada untuk kekal dengan harga diri serta perjuangannya.
Mungkin kita mahu mendengar banyak lagi cerita dari Hu Pang Chow. Mungkin Hu Pang Chow juga tahu atau pernah mendengar kisah bagaimana seorang Exco Kerajaan Negeri Kelantan mendakwa Ketua Dewan Ulama PAS pada sessi 2007-2009 telah membawa seorang tauke cina ke pejabatnya dengan tujuan mendapatkan kelulusan tertentu. Exco tersebut juga kemudiannya menuduh tauke cina itu cuba menyogok wang kepadanya serta yakin, Ketua Dewan Ulama PAS itu sendiri telah mendapat habuan dari tauke cina itu.
Masih banyak kisah yang akan terungkai.

18 OKT Saya teruja mengenai cadangan mewujudkan undang-undang khusus bagi menangani murtad. Saya juga teruja dengan langkah persatuan Islam di negara ini yang akan menganjurkan perhimpunan sejuta umat Sabtu ini.
Kedua-dua ini menunjukkan sensitiviti sebahagian besar masyarakat Malaysia berkaitan isu murtad. Walaupun begitu, pada masa sama, saya pasti masih ada antara umat yang tidak mengambil tahu, memandang ringan atau tidak mahu mengambil tahu atau jika sudah tahu pun, sengaja buat-buat tidak tahu kerana mahu berbaik sangka dengan mereka yang cuba memurtadkan orang Islam.
Murtad di Malaysia bukan perkara baru, bahkan sudah banyak kertas kerja dan bahan bacaan berkaitan yang disebarkan. Bukanlah maksud untuk bermegah, tetapi di kulliyyah (fakulti) saya, tidak kurang empat module ilmiah yang agak besar sudah dianjurkan.
Selain itu pelbagai module berkaitan sudah dianjurkan oleh pihak universiti, agensi kerajaan dan juga pertubuhan bukan kerajaan (NGO). Pendek kata, semua pihak sudah banyak melakukan kegiatan ilmiah berkaitan perkara ini.
Di samping aktiviti akademik, ada juga undang-undang yang menjenayahkan perbuatan murtad dan juga perbuatan cuba memurtadkan orang Islam. Kesalahan ini diwujudkan sama ada di dalam undang-undang jenayah syariah dan juga undang-undang khas berkaitan kawalan dan sekatan pengembangan agama bukan Islam di kalangan orang Islam.
Sekiranya diperhatikan pengisian undang-undang ini secara akademik, ia agak memadai untuk kita uruskan hal berkaitan murtad secara perundangan. Namun, lahir juga masalah di dalam amalannya atau penguatkuasaannya.
Seperti yang kita semua maklum, sesuatu pertuduhan di mahkamah memerlukan bukti kukuh. Oleh itu, proses pelaksanaan yang cekap dan menyeluruh harus dilakukan. Kesalahan murtad dan kesalahan pengembangan agama ini bukan seperti kesalahan trafik yang boleh kita buktikan dengan cara yang agak mudah.
Selepas mendenga! r cadang an untuk digubal undang-undang berkaitan murtad, iaitu Akta Murtad, apa yang menjelma di dalam kotak fikiran saya ialah jenis kesalahan yang mesti kita masukkan ke dalam akta terbabit.
Saya pinggirkan dulu soal perundangan atau kesahannya menurut Perlembagaan, tetapi saya utamakan yang baik untuk Islam dulu, iaitu mencegah murtad dan menghukum murtad. Berbalik kepada kesalahan berkaitan murtad tadi, ia termasuklah melakukan perlakuan atau mengucap apa yang boleh menjadikan seseorang itu murtad.
Elemen pengembangan agama bukan Islam di kalangan orang bukan Islam sudah banyak disebut di dalam enakmen berkaitan. Pada dasarnya semua elemen sudah wujud di dalam undang-undang yang sedia ada.
Oleh itu, apa yang lebih utama setakat ini ialah usaha kita merealisasi atau melaksanakan undang-undang sedia ada. Undang-undang menyekat dan mengawal pengembangan agama bukan Islam sudah dibuat pada pertengahan 1980-an, tetapi sehingga kini kita bukan saja belum melihat keberkesanannya, tetapi kita belum dikhabarkan dengan apa-apa pertuduhan melaluinya.
Sukar untuk saya sebut di sini bahawa, ketika memberi ceramah kepada sepasukan penguat kuasa pada 2004, saya terkejut kerana mendapati ada antara penguat kuasa tidak menyedari kewujudan enakmen terbabit.
Mungkin itu pada 2004 kini saya percaya penguat kuasa bukan saja mengetahui kewujudan undang-undang ini, tetapi sudah pun cuba menguatkuasakannya.
Apa yang saya dan mungkin juga masyarakat Islam negara ini mahukan ialah realisasi kepada penguatkuasaan undang-undang terbabit. Sekiranya kita sudah mencuba untuk menguatkuasakannya, kita cuma perlu mencari kelebihan dan kelemahan di dalam undang-undang itu sebelum kita pergi lebih jauh untuk membuat undang-undang baru, seperti dicadangkan.
Secara praktikalnya, proses menggubal undang-undang bukanlah sesuatu yang mudah. Walaupun dalam menangani masalah biasa, proses penggubalannya agak panjang, apatah lagi dalam proses menggubal undang-undang yang sudah tentu menghadapi persoala! n yang l ebih kompleks seperti murtad.
Secara praktikalnya penguatkuasaan undang-undang juga mempunyai komplikasi tersendiri. Barang sudah tentu, penguatkuasaan undang-undang murtad juga tidak terkecuali. Oleh yang demikian, adalah menjadi lebih praktikal untuk kita meneruskan tangkisan terhadap perlakuan memurtadkan orang Islam dan perbuatan murtad itu dengan undang-undang yang sedia ada sebelum kita meneruskan dengan niat untuk menggubal undang-undang baru berkaitan murtad.
Bukan maksud saya untuk tidak bersetuju kepada apa yang lebih mendatangkan kebaikan kepada Islam dan umatnya di negara ini, tetapi saya lebih gembira sekiranya kita menggunakan apa juga yang dapat mendatangkan kebaikan kepada Islam menerusi mekanisme yang ada kerana ia lebih praktikal.
Kita teruskan usaha untuk menambah baik apa yang sedia ada, sama ada dari segi pengisian undang-undang terbabit atau juga pelaksanaannya. Kita tidak harus berterusan menangguhkan pelaksanaan undang-undang berkaitan pengembangan agama bukan Islam di kalangan orang Islam.
Semua pihak harus berusaha ke arah itu bagi menjamin kelangsungan kedudukan agama Islam dan umatnya di negara ini. Berita Harian
