Golongan ini diwakili oleh mereka-mereka yang telah berkeluarga di mana pemilikan hartanah dan pendidikan anak-anak merupakan keutamaan.
Secara dasarnya, sebuah keluarga di bandar memerlukan sekurang-kurangnya dua buah kenderaan untuk memastikan segala-galanya 'berfungsi' dengan baik.
Maka, kos bagi dua buah kenderaan dan sebuah rumah selalunya sudah menjangkau separuh dari pendapatan bulanan mereka. Itu belum lagi dikira kos pembantu rumah atau pengasuh, tadika, bas sekolah, kelas agama, tuisyen, keperluan harian serta kecemasan.
Selain itu, kos sampingan yang perlu ditanggung mereka secara harian semata-mata untuk bekerja, seperti minyak, tol serta parkir yang tinggi di bandaraya Kuala Lumpur amatlah membebankan.
Dengan pendapatan sebegini, adalah sukar bagi sesebuah keluarga berpendapatan sederhana untuk membuat simpanan atau pelaburan untuk masa depan. Oleh itu, ramai yang memilih untuk berniaga sambilan ba! gi memas tikan ekonomi rumahtangga mereka lebih 'selesa'.
Akibatnya, masa berkualiti keluarga ini amat terhad, di mana masa ibu bapa banyak dihabiskan dalam kesesakan lalu-lintas, bekerja sambilan atau keletihan lalu menyebabkan anak-anak terabai sehingga menyumbang kepada masalah yang lain pula di dalam masyarakat, seterusnya, negara.
Alhamdulillah, nampaknya kerajaan cukup maklum dan sedar akan masalah yang membelenggu golongan ini sebagaimana terbukti dalam Bajet yang dibentangkan semalam. Antaranya, pengumuman mengenai rumah mampu milik sebanyak 123,000 section di kawasan Sungai Buloh dan Seremban, iaitu kawasan di mana golongan ini tertumpu bagi mengelak kos sara hidup yang tinggi di bandar.
Selain itu, Skim Rumah Pertama yang sebelum ini dibuka kepada mereka yang berpendapatan bawah RM3,000 kini ditingkatkan kepada RM5,000 dengan gabungan pendapatan isi rumah di bawah RM10,000 bagi rumah di bawah harga RM400,000 juga pastinya mensasarkan kepada golongan ini.
Tidak cukup dengan itu, pengurangan cukai pendapatan sebanyak 1% bagi pendapatan RM2,500 RM50,000 juga dilihat mampu mengurangkan beban golongan berpendapatan sederhana ini.
Perlu diingatkan bahawa golongan berpendapatan sederhana bukan sahaja melibatkan pekerja kerajaan atau kakitangan awam, tetapi juga pekerja-pekerja swasta. Seperti yang kita maklum, pekerja swasta tentunya tidak berpeluang menikmati kemudahan pinjaman perumahan sepertimana kakitangan kerajaan.
Tidak dapat dinafikan bahawa walaupun Bajet yang dibentangkan kerajaan adalah menyeluruh iaitu melibatkan golongan petani, pelajar, kakitangan kerajaan, polis, perubatan, tentera sehinggalah kepada peniaga dan korporat, tetapi ramai yang terlepas pandang akan golongan pekerja swasta. Oleh itu, pekerja swasta telah biasa merasa terpinggir dalam pengumuman Bajet oleh kerajaan.
Namun, dengan skim atau module perumahan yang dibentangkan dalam Bajet semalam, pekerja swasta kini boleh sama-sama tersenyum dan berterima kasih kepada kerajaan kerana turut berpeluang menikm! atinya.
Justeru, tidak salah jika dikatakan bahawa Bajet 2013 yang dibentangkan oleh Perdana Menteri adalah bajet yang terbaik, tepat dan lengkap.
Pembangkang boleh menuduhnya sebagai Bajet Pilihanraya atau apa saja, tetapi apakah salahnya Bajet Pilihanraya sekiranya ia berasaskan kemampuan sebenar setelah diambilkira maklumat kewangan yang tepat?
Bukannya seperti Bajet Alternatif yang disediakan dengan menggunakan imaginasi semata-mata di mana hasilnya ialah bajet khayalan yang tidak masuk akal dan mampu mengbankrapkan negara.
Jadi, bukankah seratus kali lebih baik bagi rakyat untuk memilih kerajaan yang membentangkan Bajet Pilihanraya daripada memilih pembangkang yang berkhayal sambil mencanangkan Bajet Imaginasi?
