Khalid denies Navindran was made a scapegoat

Former Selangor military chief as well as current deputy inspector-general of military Khalid Abu Bakar has denied which Constable V Navindran was done a scapegoat for a death of A Kugan.

Khalid, who is a suspect in a negligence fit brought by Kugan's mom N Indra, confirmed in a High Court today which there was no cover in a military investigations.

"After a situation was reported, we asked all nine officers concerned in Kugan's interrogation eliminated to a Selangor military contingent headquarters.

"This is so which they would not meddle in a on-going investigations," Khalid said.

NONEAsked by Sivarasa Rasiah, who is acting for a family, whether a meeting was called by a late Subang Jaya OCPD ACP Zainal Rashid - at which a officers obliged for a interrogation were asked to put up one chairman as a scapegoat - Khalid pronounced he did not know.

"I know which investigations were carried out underneath Sec! tion 330 of a Penal Code (for causing injury) as well as an military officer had been narrowed down to have caused it," he said.

Dah negara kebajikan, bila nak tarik balik Amanat?

Hadi Awang didesak tarik balik amanat

Oleh MOHD. ASRON MUSTAPHA

Ekoran puluhan ribu pengikut Pas masih percaya UMNO kafir

KUALA LUMPUR 16 Dis. - Puluhan ribu ahli dan pengikut tegar Pas dikesan masih berpegang teguh kepada amanat Presiden, Datuk Seri Abdul Hadi Awang pada 1981 yang mengkafirkan UMNO sehingga mereka kekal sehingga kini menganggap orang UMNO

Putting an end to child marriages

The incidence of kid marriages is alarming. By kid marriages, we meant a matrimony of any chairman underneath a age of eighteen. This is some-more so for a actuality which it appears which such marriages have been significantly some-more prevalent amongst Muslims. A new have a difference by a United Nations group here indicates which a number of such marriages has increasing significantly over new years.

The minimum age of matrimony for persons of alternative than a Muslim faith is eighteen. Muslims girls have been available by state law to marry during a age of sixteen. In some states, similar to Kedah, a Shariah Court can permit a matrimony of an even younger Muslim girl. In one such case, a Shariah Court not long ago postulated permissions for a twelve-year aged lady to marry a nineteen-year aged male (some reports have put a age of a father during sixteen). According to reports, a father of a bride consented to a matrimony to equivocate any "immoral activity" upon a part of a couple. The father is quoted as saying which his bride had concluded to shoulder a shortcoming of a wife. The reports do not indicate possibly his view or which of a father as to a capability of a twelve year aged to assimilate a full implications of a situation.

It might be removed which in 2010, a matrimony in in between a fourteen-year aged as well as her twenty-three year aged father sparked some controversy. The Government during which point took a in front of which if a matrimony was available underneath Islam, as well as as such inside of a office of a State Government, there was no basement to reject a same. Its in front of does not crop up to have changed.

The Attorney General has, by his continued overpower upon a subject, permitted such marriages.

On my part, we fail to assimilate how a Federal Government as well as a Attorney General could have allowed for this self-evidently destructive trend to continue. Such marriages have been not only, we say, unconstitutional, they hurt a immature kids endangered as well as society. Research shows which kid marriages have exceedingly inauspicious consequences upon a physical, romantic as well as mental development of a child. UNICEF has reported which girls who marry immature lend towards to abstain grave education, which, not usually disadvantages a girls concern, lead to gaps in their knowledge upon maternal illness as well as kid rearing issues. There is an increasing risk of genocide in childbirth for girls which young.

It is for this reason which a Convention for a Elimination of All Forms of Discrimination Against Women, which Malaysia has acceded to, places an requisite upon a State to ensure which a "betrothal as well as a matrimony of a kid shall have no legal effect" as well as to take appropriate steps to umpire this.

It is also for this reason which assorted countries have set to combating kid marriages with a view to improving a gratification of immature kids as well as for a insurance of a community. It is in all accepted which a prohibition of such marriages will contribute significantly to misery expulsion as well as a compelling of gender equality. In some countries, punitive measures opposite persons who perform, permit, or promote kid marriages have been enacted.

It is no answer to contend which a economic realities of a incident have been in foster of such marriages. If misery is causing such marriages, afterwards misery should be addressed. We cannot concede a incident to evolve; we shudder during a suspicion of this process being used to countenance trafficking of kid brides or, for all purpose! s intent s, validating a pedophilic tendencies of a monsters which prey upon immature children. Less sensationally, even a suspicion of immature child-divorcees is reason for concern.

It appears which rsther than than traffic with a base problems, a Government would rsther than sidestep a matter. In this, it would seem which Islam is being invoked to stifle a controversy.

While we can appreciate a need for a State to preserve a firmness of personal law, it is not a box which a personal law of Muslims can be understood as permitting a endangering of Muslim minors. More so for a actuality which a legal horizon of this republic so apparently gives basement to a Federal Government as well as a Attorney General to meddle as well as scold a situation.

A question arises as to whether a energy of a Shariah Court to countenance such marriages is constitutional. The analysis cannot stop during a actuality which a Legislative Assemblies of a states order laws which vest a Shariah Court with a energy to validate. Though it is loyal which a Legislative Assemblies have competence over a legislating of laws for a purposes of a administration department of Islam, a option to do so is not absolute. It contingency be appreciated which such option is limited to enacting usually laws which have been constitutional.

As to a question of what is inherent in a circumstances, multiform key facilities of our inherent horizon have been material. Firstly, a constitution protects a fundamental liberties of all a citizens. Two of these have been rarely relevant to a discussion: a right to life, as well as a right to next to insurance of a law.

As to a former, as has been underscored by a Federal Court, a right is not limited to merely concerns over fles! hly exis tence. It extends to a unsubstantial aspects of a right to live one's life, a state of being which hinges upon a insurance of mental as well as romantic integrity. As to a latter, it would be unconditionally repugnant to our complement of hold up to concede for a state of affairs where some exposed adults have been stable from physical, mental as well as romantic abuse whilst others have been not. It is for this reason which whilst during initial glance, some inherent powers could be review as allowing for violations of these strictures in a interests of some alternative cause, closer scrutiny would fundamentally lead to a end which this could not be a case.

Put an additional approach a energy of a State Legislative Assemblies to order law pertaining to a administration department of Islam cannot be extended to validating a enacting of laws which defy a constitution. And nonetheless this appears to be what section 8 of a Kedah Islamic Family Law Enactment 2008 does. It vests a Shariah Court with a energy to display Muslim immature kids to a kind of conduct which is proscribed where non-Muslim immature kids have been concerned. In doing so, it discriminates opposite a former difficulty of children. It permits a undermining of a physical, romantic as well as mental firmness of Muslim immature kids in a approach which is unconditionally inconsistent with their right to life.

It is not coincidental which a Child Act 2001, which defines a "child" as being a chairman underneath eighteen years of age, creates it an corruption to cause earthy or romantic damage to a child. The same law provides which a teenager is deemed to be in need of a caring as well as insurance of a State if there is a substantial risk of a teenager being emotionally harmed or sexually abused. Sexual abuse is defined to embody situations where a teenager takes part in passionate wake up for an additional person's passionate! gratifi cation.

It is similarly no fluke which a Penal Code defines a corruption of orthodox rape as involving passionate retort with a lady below a age of sixteen but exception. Marriage does not have lawful such passionate congress. It is rarely poignant which a Malaysian courts in convicting offenders for orthodox rape have found which girls underneath a age of sixteen have been too immature to even be introduced to carnal knowledge in in between a male as well as a woman.

This takes me to a second point. In recognition of probable conflicts in in between state as well as sovereign laws, their respective law-making bodies potentially unavoidably encroaching into each other's fields of competence, a Federal Constitution gives sovereign law primacy. As such, where sovereign law as well as state law conflict, sovereign law prevails.

That being a case, even if a Kedah legislation (or any alternative such legislation_ were constitutional, which for a reasons we have explained upon top of we cannot see as being a scold proposition, afterwards in light of Parliament having enacted a Child Act as well as a orthodox rape corruption underneath a Penal Code, a Kedah legislation is void.

I indicate which a circumstances compel a Federal Government as well as a Attorney General to take evident action. There is recourse; a Federal Government is entitled in law to mountain a plea upon a state legislation in a Federal Court. It contingency do so.

Interview with Dr. Marty Natalegawa

December 17, 2012

Interview with The Foreign Minister of Republic of Indonesia, Dr Marty Natalegawa

Dr Marty NatalegawaCLOSE-KNIT SOCIETIES: Ahead of a annual talks in in in in between Prime Minister Datuk Seri Najib Razak as good as Indonesian President Susilo Bambang Yudhoyono, Indonesian Foreign Minister Marty Natalegawa dissects multiform shared issues as good as shares with Farrah Naz Karim, who was in Jakarta, his ideas for mending ties in in in in between both countries

Question: The consultation talks scheduled this week will be hold amid multiform huffy shared issues. How will this platform residence these issues?

Answer: you consider it is really critical to perspective these kind of meetings in in in in between a leaders of both countries as partial a routine a routine in in in in between Kuala Lumpur as good as Jakarta which is really complete as good as with a sundry turn of communication. The routine takes place during a ministerial level, senior officers as good as technical level, right up to a tip leaders. So, you have a really complete as good as multi-level routine of consultations. And this helps sustain a dual neighbours' good relations. This assembly additionally provides both countries (with) vital guidance as to what have been a next set of priorities, encompassing bilateral, informal as good as global issues.

Question: Where will this consultation take both countries?

Answer: When you talk about shared relations, in in in between a areas of focus would be a graduation of a t! raffic a s good as investments as this is a bread as good as butter of any shared relations.

But when it comes to Malaysia, it goes over mercantile trade, investments as good as tourism, given a inlet of a really tighten societies. So, you place a great bargain of primacy in a people-to-people relations. This includes in a areas of preparation as good as consular issues in in in in between us as you have a vast series of Indonesians vital in Malaysia as good as serve for Malaysia. The assembly will additionally warn serve upon unconcluded matters similar to a borders as good as nautical boundary issues.

Question: How would Jakarta rate a dual countries' people-to-people relations?

Answer: There have been dual issues where a people-to-people family have been concerned, there's perception as good as there's reality. The being is which there is a huge degree of interaction in in in in between a people of both countries by a preparation zone with thousands of a students there, as good as vice-versa, a sell of tourists as good as in a job market. Unfortunately, you have a perception complaint as a attribute tends to get courtesy usually when problems arise, be it consular issues, limit or insurance of a nationals. Often, these cases have zero to do with a government. The in-between of things contingency be some-more pronounced. The loyal inlet of a family contingency be invariably highlighted as good as not usually when there have been issues as good as problems. Negative incidents which take place lend towards to figure popular opinions though receiving in to care what a attribute of both countries have been actually like.

Question: How do you reckon this unchanging graduation of a receptive to advice shared family could be finished to shroud these disastrous perceptions?

Answer: This is where both governments have to do better. Arising issues as good as hurdles contingency be efficiently addressed. We continge! ncy init ial forestall them as good as when you have been faced with them, they contingency be scrupulously identified fast as good as a necessary insurance fast given. At a same time, you have to put things in context. We contingency not be in denial though rather essay to residence them. Having pronounced that, you contingency safeguard which a alternative measure of a shared family provide a balance as good as anchor a shared relations, as good as which they have been brought to a fore. Some of a incidents, similar to a rape box of a citizen by multiform policemen, have performed open courtesy as good as have been dealt with seriousness by both governments. It is what it is as good as it has zero to do with a supervision or a rest of Malaysia. Both governments have been upon a same page as good as operative together in handling issues similar to this, though high-profile incidents lend towards to conclude a family as good as it's a job to forestall this from function as good as keep making sure you have evident courses of action.

Question: How do you consider Malaysia has been reacting to such incidents?

Answer: There is a authorised aspect as good as there's open expectation. We know a law operates during a sure pace as good as there have been sure mandate as good as authorised procedures to go through. But sometimes, there's a clever wish upon a partial of people to see justice being carried out speedily. I've never had any problems relaying a concerns as good as expectations as good as you hope these will be scrupulously looked into. Not too prolonged ago, when there were a lot of shooting cases there (in Malaysia), you came across a matter from a Malaysian management which a vast series of them were Indonesians. When you present interpretation of which kind just similar to that, it is firm to create a furore. So, you additionally need to be measured.

Question: How clever do you consider is a mechanism which Jakarta has put in place to conduc! t a grat ification of Indonesians in Malaysia?

Answer: The MoU (memorandum of understanding) upon maids for instance was meant to be surety in nature. That was since it covered areas similar to a day off, passport receive as good as minimum wage. On paper it is sound, though unfortunately, given a implementation early this year, usually 97 people have left to Malaysia to work using which protecting framework.

Yet, during a same time, you have a issuance of a JP (Journey Performance) visa, which facilitates employment which do not come underneath this protecting umbrella. you theory it's quicker though it's similar to an accident watchful to happen. In alternative words, you have a mechanism which is not entirely utilised. That's since you told my colleagues to look during whether there is a bottleneck somewhere or underlying issues which need to be addressed, since if you have been perplexing to solve something though in a finish you have an outward system, it will not work.

It is not my intention to make any suggestions upon how Malaysia should be addressing issues. We have been perplexing to set out a many suitable mechanisms, not usually with Malaysia, though all countries during your convenience you have consular issues.

Question: How do you many suitable residence these manpower issues, generally when both countries have independent systems as good as sets of policies?

Answer: We could look during three areas.

1. PREVENTION: By right away you should (have a big) enough dossier of cases, to be means to brand their base causes. From a end, you have identified a little base causes, together with problems which stem from marker as good as documents. On Kuala Lumpur's finish there competence be a little issues to residence with employment agencies. Let us lay down as good as look during a series of bullet points which you can both residence as impediment is regularly improved than carrying ! to confr ont a problems. It will be useful for us to be in synergy as good as where a MoU is concerned you consider there have been a lot of points as good as movement skeleton which you can work upon to improved a system.

2. EARLY DETECTION: This means, notwithstanding a efforts to forestall problems, when it happens nonetheless, you contingency be means to fast identify, conduct as good as finalise it speedily. We have had for a little time right away a Mandatory Consular Notification (MCN), where if there have been Malaysians in consular difficulties here, you have a imperative order to surprise a Malaysian authorities. So, you will be means to practice your protecting role. Likewise, nonetheless Malaysia does not have this mechanism as it is already required by a Vienna Convention of Diplomatic Relations to do so, a similar agreement would benefit us both in traffic precisely with such issues.

When you have a menu of early showing capacities, a embassy in KL could react proactively.

3. PROTECTION: Notwithstanding a impediment efforts, when you detect a problem, both countries contingency be means to carry out their insurance responsibilities. This includes access to authorised counsel. Serious issues should engage embassies, a police, as good as a attorney-general. That's since you have been right away perplexing to come up with a set of cooperation mechanisms with a unfamiliar as good as home affairs ministries since there have been a lot of cases which need a courtesy of these authorities. Ultimately, you contingency work side by side. In traffic with cases, generally high-profile ones, you contingency fast mitigate them as good as during a same time lift a alternative measure of a relationship. Perhaps an venerable persons organisation (EPG) could facilitate this.

Question: There have been a lot of social problems caused by Indonesians in Malaysia as good as a series of them criminalised is utterly significant. If Jakarta wants Kuala! Lumpur to implement a Mandatory Consular Notification, can you take it a step serve by maybe additionally looking during a "wanted list" of Indonesians or put in measures to stop unsavoury characters from entrance in to Malaysia?

Answer: We can additionally hand over to Malaysian a wanted rapist list. That can be done. This early presentation complement is simply to keep a single another supportive as it has a good handling impact. Beyond that, there have been many possibilities to explore, together with mutual authorised assistance, extradition treaties as good as alternative arrangements within a ASEAN framework. For instance, you have been interested in additionally carrying an agreement with Malaysia in transferring of sentenced persons.

Question: You seem optimistic which these three formulas could damp a people here, generally when less than fascinating issues stand up?

Answer: you consider so. It's not similar to a magic wand though you will have a improved chance of not permitting incidents of these types to conclude a relations. That's since I'm really focusing upon a areas of prevention. But you all know full good there won't be a foolproof effort in a initial attempt; you might need a second or third. For any attribute to be sustainable, it contingency be jointly beneficial.

Question: The EPG you proposed, is it to look in to issues privately revolving around people-to-people family as good as manpower?

Answer: There was such a organisation prior to and, hopefully, it will be revived. We have been recommending which this EPG creates sure which a many suitable measures have been taken in traffic with such issues as good as which balance is there in addressing them. It could additionally play a purpose in government-to-government, business-to-business, Parliament as good as girl as good as women groups' dealings in in in in between both countries. We need to make a fami! ly some- more multi-faceted and, therefore, means to catch any kind of shock.

Question: Will this EPG be a reality?

Answer: During a last corner ministerial meeting, my reflection as good as you concluded to suggest to a leaders to re-launch a EPG. Now it's a matter of it being endorsed. We will go in to who will be a representatives. On a MCN, if Malaysia is not favourable to it, you could have a opposite arrangement, so prolonged as you have which early presentation arrangement. Currently, it is finished upon a personal turn with my Malaysian counterpart. When something happens, you will contact him or he will call me to fast residence a issue. It is good when countries can encounter halfway to solve problems. This is a kind of sourroundings which complicated multitude has. Malaysia has a own internal made during home settings as good as dynamics as good as so does Indonesia. But what you have to do is simply plan a comprehensiveness of a shared relations.

Question: Many have been carefree which Jakarta as good as Kuala Lumpur will solve a government-to-government agreement to residence a lassie issue.

Answer: The horizon of a MoU was drawn after prolonged discussions. The MoU is a mechanism which is to be reviewed any three months to brand what functions as good as what doesn't. We have to wait for a result as good as result. We live in a globalised world as good as both countries have been really close, simply accessible. The horizon contingency be a single which factors in all which as good as provide a cognition of which reality. We contingency remember which you will have an Asean village by 2015. We might be overtaken by events if during a shared level, you have been terribly slow in keeping up with things, some-more so when during a informal level, things have been function most faster.

Question: Over a last couple of years, how many protest records concerning shared issues has Jakarta sent! Kuala L umpur?

Answer: I wouldn't know. Our communications go behind as good as forth. We often engage any other, generally upon a emanate of insurance of a nationals, in reserve from limit defilement incidences. We sell records since which is partial as good as parcel of putting upon a jot down which these incidences contingency be addressed. The past a single year, however, has been utterly difficult since a little of a issues were high-profile. That is since you need to fast residence them.

Question: How far brazen have been you in addressing a nautical limit issue?

Answer: We have been deliberating it in a last couple of meetings. In a past dual years, there have been increasing intensification as good as frequency of discussions as good as meetings during a technical as good as senior level. Already there have been a series of accord reached as good as a technical turn will pierce to a courtesy of a leaders if they can be sealed in as good as prior to you determine to pierce upon to alternative unused segments. Our ap proach is to residence a main emanate as good as which no agreement will be made until a macro is concluded on. As you work towards achieving that, you lay by residence emerging consensus, derived from a many opposite elements sur rounding a issue.

Kuala Lumpur as good as Jakarta can be a indication to a rest of South East Middle East which carrying unused limit segment issues doesn't have to become a shared problem. It is a actuality of hold up for dual countries with such proximity. And carrying this kind negotiations as good as meetings is crucial in ensuring which these unused issues have been addressed by dialogues as good as talks. A classical e.g. of how talks could pierce mutual benefit would be a bargain you reached upon handling a unintended encroachment of nautical bounds by a particular fishermen. This agreement can be seen in a MoU upon Common Guidelines Concerning Treatment of Fish ermen ! by a Mar itime Enforcement Agencies of Malaysia as good as Indonesia, signed in January this year. This MoU is not meant to finalise a actual nautical limit delimitation as good as it is not prejudicial to a last outcome, though this kind of agreement to conduct unwanted incidences in in in in between dual really friendly as good as tighten nations is a prime e.g. to a rest of a region, of how a complaint could be managed.

Question: When do you consider KL as good as Jakarta could land something petrify in finally settling this issue?

Answer: It will take years. Some of a past negotiations upon a nautical delimitation even took thirty years. This is a really critical as good as supportive emanate as good as it contingency be formed upon concluded principles. The basement of discussions which have been receiving place cover a law of a seas as good as alternative international laws. We need to safeguard which whilst this takes place, a conditions upon a ground as good as during sea, sojourn peaceful.

Both leaders will warn upon a development of ne gotiations which have been receiving place as good as give guidance from there. To some, this might receptive to advice really executive as good as bureaucratic, though upon issues similar to this, a actuality which meetings have been receiving place is itself really critical as it allows us to improved understand where a alternative side is entrance from as good as avoid miscalculations as good as misunderstandings.

Question: Has there been a deadline set to finalise a issue?

Answer: I find it nonessential to have deadlines. The many gainful way is to encourage progress as good as take note where you have been as good as how fast you have proceeded. But you do not set artificial deadlines. Both nations have been utterly com fortable in any other's political joining to entirely residence as good as finalise a limit issues

Question: How is Kuala Lum! pur as g ood as Jakarta expanding a mercantile relations?

Answer: We had about a single million Malaysians tourists in 2011. This year until Jul a series was already 634,000. We have been upon lane with a shared traffic ambitions. Our traffic worth last year was US$ twenty-two billion (RM67 billion).

Malaysia invested a little US$ 600 million here last year whilst receiving in US$ 400 million from Indonesia. Our mercantile family have been becoming increasingly important. We have been additionally both operative closely within ASEAN in office building a informal community. The beauty of a Malaysia-Indonesia attribute is which it is comprehensive in nature, where there is rendezvous during all levels, from a highest of leadership to a typical public.

Peguam Title 'Tan Sri' Yang Rangka Akuan Bersumpah Bala Akan Didedah..

Chinese priority: First-class education

The Chinese have been not vigilant upon carrying schools in Chinese as the equates to of preserving their culture. They just wish the most appropriate credentials environment.
COMMENT
If you review the Federal Constitution, vernacular credentials should have by right away been transposed completely by the inhabitant propagandize credentials system.
Having authorised the continuity of vernacular schools, the government cannot undo it now. No approach can you expect Prime Minister Najib Tun Razak to have the gumption as well as the courage to enforce the constitutional sustenance which there should usually be the single type of propagandize inhabitant schools.
Let's demeanour during which current incident with the Chinese.
The Chinese have been really not vigilant upon carrying schools in Chinese as the equates to of preserving their enlightenment as well as all things Chinese.
They are, you suspect, really after the great credentials setting which offers excellent as well as higher comforts as well as resources.
If they have been posterior the virginity of their culture, afterwards how do you explain the actuality which the biggest enrolment in international schools as well as in the assorted private schools such as KDU, Sri Inai as well as others have been Chinese?
you do not see Chinese cultural-enhancement or strengthening curriculum in these centres of higher education.
These suggest what the Chinese have been really seeking out for the most appropriate comforts as well as resources which income can buy which furnish the most appropriate results.
Indee! d the Ch inese pay to get in to colleges such as Taylors as well as Sunway because these colleges suggest them pathways to better as well as first-class education.
Are they after the triumphalism of Chinese enlightenment as well as if so, why afterwards attend international as well as private colleges?
Chinese wish tip class education
The actuality is the Chinese have been after high-quality credentials because their own enlightenment is most appropriate recorded in their home environments as well as other cultural-enhancement activities.
What if the inhabitant schools have first-class comforts as well as resources as well as furnish tip results?
Believe me, Chinese relatives would gladly send their young kids there, forgetting the supposedly major need to preserve their culture.
If inhabitant schools have usually the single bulletin to furnish the most appropriate formula using the most appropriate comforts as well as resources as well as not commanding the single group's omnipotence upon others you think the Chinese will enrol their young kids during inhabitant schools.
If Education Minister Muhyiddin Yassin does not already know this, may be you should reinstate him.
The government should spin all inhabitant schools in to first-class teaching-and-learning facilities; afterwards you will see the Chinese desert their national-type schools.
My logic is simple. Take Sekolah Kebangsaan Subang. It has the very large Chinese enrolment. Competition to get in to this propagandize is super tough.
Why? Because this school, it seems, has the most appropriate teachers, excellent comforts as well as resources as well as suggest what the Chinese see as first-class tutorial environment.
What is critical to Chinese relatives is which this propagandize provides the most appropriate formula as well as the most appropriate students year after year! .
It's great credentials which the Chinese have been really after. The Chinese appear to not thoughts which the medium of direction in SK Subang is in Malay.
The Chinese can tolerate this as they see the resources as well as comforts as well as the credentials for the better tutorial future in SK Subang as the best. They wish schools which furnish the most appropriate formula year after year.
Supporting 'gangster turn education'?
Our first priority should thus be to upgrade all the comforts in all the inhabitant schools as well as supply them with the most appropriate resources as well as most appropriate teachers as well as faculties.
Imagine, if instead of paying RM7.8 billion for 257 APCs (Anugerah Perkhidmatan Cermerlang), you outlay which volume upon upgrading the inhabitant schools, air-condition all of them, as well as provide the most appropriate teachers including, if required, expatriate teachers.
The Chinese relatives will come zooming in to secure entry for their children, never thoughts if the principal medium of direction is Malay.
If you do that, you do not even have to order the termination of vernacular schools because Chinese relatives will voluntarily send their young kids to these schools to get higher education.
When assemblage during national-type schools dwindles, they will fold up voluntarily.
Why make the Chinese hostile when there can be some-more impressive ways to entice them to welcome inhabitant propagandize education?
Likewise, Tamil schools. Why allocate RM100 million for Tamil schools where the complement provides credentials up to usually Primary Six?
What can RM100 million do? Provide Malaysian Indian young kids up to gangster-level education?
Or is the RM100 million for MIC president G Palanivel to distribute the income among his buddies?
The bard is the former Umn! o state assemblyman but has right away joined DAP. He is the FMT columnist.

The DAP Malays

UMNO as well as a supporters are creation cannon provender of a catastrophic attempts by 8 Malay DAP members to get chain in a 20-person CEC. you wrote this article prior to a appointment of 2 Malays in to a CEC.

Lt Colonel Rosli a former serviceman who is right away practising as a counsel in Seremban pronounced it best. The subsequent authority sitting to me asked for my name, told him as well as he didn't even know you was contesting. you wasn't going to debate to him there as well as then.

Which means, a catastrophic bid for places in DAP's CEC is some-more a box for being relations unknowns. Malay DAP leaders if they wish to get in to a CEC contingency catch a attention as well as imagination of DAP delegates. Which means a Malays in DAP contingency consequence their keep as well as keep their peace. Don't go you do a Tunku Aziz stunt.

The worse thing any Malay DAP part of or personality can do is to read what has usually happened during a 16th DAP National Congress with an UMNO mindset. Yes, you shall go upon to talk about UMNO- since UMNO stands in a approach to form a subsequent federal government. We contingency go upon to expose a rotten complement which UMNO leaders have built up as well as which has caused wretchedness to this country, especially to Malays.

The UMNO mindset is which you merit to get something usually since you are UMNO. UMNO is built upon a idea, which says you can get forward by slicing corners, leveraging upon politics, exploiting inherited standing as well as so forth. The universe does not operate upon a conditions of a universe by which UMNO operates. The universe moves on, driven by people's abilities as well as upon a basis upon what they can contribute. That is NOT a UMNO mindset.

Applied to a present box of a deficiency of inaugurated Malays DAP leaders- it means which you come in to an organization with a own inner d! ynamics, awaiting to be served, awaiting to get forward by approach of slicing corners. Recognition, request oneself as well as appreciation contingency right away be warranted instead of perfectionist in to being supposed since of viewed stature.

All of us, not usually Malays contingency right away proceed to think if you have not already finished so, which you pierce upon in life being assessed by (1) what you can do rsther than than who you are. That would rely upon a abilities, finalise as well as single-mindedness. (2) We contingency believe which any a single as well as not usually specific persons with specific surnames can do specific jobs. Today it's Guan Eng who is SG. In a couple of years, maybe an additional authority with a an additional surname, judged by his peers as having a qualities as well as abilities to do a job as SG will replace Guan Eng.

We contingency initial of all honour all those who warranted their places in a 20-person CEC.

Maybe you have longed for out a news- though you have not heard any complaints yet from a Malaysian Indian candidates. More Indians offered themselves in a competition though usually Kulasegaran got in. if they did not grumble as well as got gruffly, Malay DAP members contingency sense from them a single thing or two.

A couple of friends called to ask, did you remove in a DAP elections? you pronounced you did not remove nor did you win. you did not contest. When a formula were announced late evening, no Malay possibilities won any place in a 20-strong senior manager executive cabinet (CEC).

A sum of 8 Malay possibilities contested for places in a 20-person CEC. These included Zairil Khir Johari ( CM Guan Eng's polsec), Zulkifli Mohd Noor (216 votes), Senator Ariffin SM Omar (748), Johor DAP vice-chairman Ahmad Ton (347 votes), Pahang DAP emissary authority Tengku Zulpuri Shah Raja Puji (121), Desa Manjung DAP bend authority Solaiman Op Syed! Many friends content me saying a formula were disappointing since not a single Malay candidate finished it in to a 20- authority committee. Why didn't any of them get selected? Perhaps it's a fault of a possibilities as well as a representatives as well as additionally a DAP leadership.

How do you insist what happened? First let's set in reserve a single issue first. This is not an issue of a DAP leadership abandoning a bulletin for inclusiveness. But it has suggested a small weaknesses in translating a bulletin in to practice.

It shows which a leadership hasn't finished sufficiently in a efforts to teach a representatives as well as DAP members of a significance of inclusiveness. Unless a DAP leadership has resigned itself to forever be an antithesis celebration as against to a celebration which can be a partner in governing, then, a will not have efforts to favour Malay DAP members.

I was during a association as well as listened to a debate given by celebration cabinet member general, Lim Guan Eng. It was a as a matter- of- factly debate which di! d not ne ed enthralling a representatives with overacting or banshee-like screaming. It would have been improved if he had left out bashing a UMNO/BN supervision as well as talking like an antithesis celebration during a periphery. He can speak as supervision right away which PR has carry out of 4 states as well as will likely evict UMNO from a chair in Putrajaya.

I thought there was a small misreading of a mood of delegates. The majority of a representatives were not accustomed to adjusting their meditative after years of being viewed as Chinese chauvinists. It comes by as second nature if a majority of a representatives felt it wasn't required to be inclusive. If this mood was read correctly, maybe secgen Lim Guan Eng could have applied a small moderating influence.

This kind of thinking, conditioned over a years by a baneful change of race-centric meditative could be have been moderated. The secgen longed for a event to request a small yeast change in his speech. If a secgen had mentioned which in line with a bulletin to evolve in to a multiracial celebration for all Malaysians, he would really most favourite it if representatives in a gathering additionally reflect which bulletin with their voting.

Revelations from Selangor's budget sitting

Selangor recently tabled a fourth consecutive offset budget. I'm unapproachable to work for a state supervision which has not usually achieved this singular achievement, but concurrently increasing a state's financial reserves to record levels.

Whether or not which honour creates me an design decider of a following we can usually leave to a reader to confirm for his or herself.

This article will blow up three things we learnt about a Khalid Ibrahim administration department department from this year's budget, discuss a little shortcomings of a Westminster complement briefly, as good as then put up with in a few personal observations about a Dewan Negeri Selangor.

Statesman vs politician

The initial thing we learnt about a Khalid administration department department in this final Dewan sitting is a emphasis a menteri besar places upon a prolonged tenure versus a reduced term.

It is pronounced which a statesman thinks of a next election, whereas a statesman thinks of a next generation.

This year's bill is a final prior to a next elections. Where a sovereign bill as good as a budgets of other states all were filled to a brim with election something good to eat of any figure as good as form, there was a glaring - roughly intolerable - miss of a same in this year's Selangor budget.

NONEOne could roughly clarity a beating in Pakatan Rakyat asse! mblypersons who had to lapse to their constituencies with small in a form of new handouts.

Khalid (left) referred to privately in his bill speech which there would be nothing of a sort. Whatever a ! politica l cost, he pronounced which as a matter of principle, a state's bill contingency reflect a commitment to prolonged tenure growth - not reduced tenure political gain.

Thus, nothing even remotely resembling Bantuan Rakyat 1Malaysia (BR1M) handouts were in sight.
In a place were prolonged tenure growth projects which a state indispensable in a prolonged run - projects which Khalid himself competence not see accomplished not usually in his tenure as menteri besar, but in his own lifetime.

This, some-more than anything else, was what Khalid felt income indispensable to be outlayed on.

Will this nobleness - an unreal nobility, a little would eagerly say - price Khalid dearly in a face of enemies from within as good as without? Only time will tell.

If he continues as menteri besar however, it would seem which Selangor's young kids will see an even improved state than their parents enjoyed.

Reviving a polite service

The second thing we learnt was how many Khalid was an institutionalist.

To those in a "industry", a culture of resistance from assorted elements in a polite use to many things non-Umno is good known.

Khalid, perhaps some-more than anyone else, has avoided a confrontational approach to this problem.

Where a little may have elite a some-more iron fist, Khalid has used a principles of accommodation.

NONEThis is not merely part of political strategy. From his many comments via a Dewan sitting, it became clear which Khalid has a romantic belief! in strengthening open institutions (one of Bersih's demands, as we recall).

One got a clarity which whatever a reduced tenure flourishing pains, he felt it constituent which he leave behind a stronger, some-more independent polite use than a a single he! found i n 2008.

Where a little of his own associates would have elite branch to a private sector for some-more effective solutions, Khalid believed which we had to trust a polite use if we wanted them to grow as good as improve.

In a prolonged run, he seemed to opine, we could usually duty scrupulously as a developed state if we successfully restore sure standards as good as ideals to a polite service, no matter what it took in a reduced term.

Thus, in these 5 years, Khalid has entrusted a polite use with some-more as good as some-more core tasks - reflecting his conviction which they will respond to which trust with improved performances as good as a stronger clarity of duty as good as integrity.

The hands-on menteri besar

The third thing we learnt about Khalid was a degree to which he is a hands-on administrator.

As part of my work, we had to sit by any single hour of a Dewan sitting. we will blow up quickly later upon how a little of those hours felt like days.
In pointy contrast to a budding minister, we found which Khalid sat in a Dewan by a prolonged record roughly as prolonged as we did.

He sat as good as he listened carefully to what any deputy said, with some-more attentiveness as good as calm than we did, it seemed.

A vast part of a Dewan record include of elected member questioning as good as grilling a state government.

Especially as a Dewan sat as a cabinet as good as reviewed a bill for any supervision department, we was astounded during how Khalid relentlessly stood up to answer question after question, emanate after issue, day after day.

Matters were raised, many problematic as good as many which we had never listened about.
Yet, Khalid seemed to have sufficient detailed report as good as laxity with any case to engage meaningfully upon a emanate - albeit, we imagine, not always providing an answer which placated a deputy who was doing a asking.

What this indicated was which Khali! d outlay ed a lot of time upon details, as good as which he knew a ins as good as outs of nearly any emanate of regard which was raised.

The usually approach to grasp this is if we essentially caring about as good as fool around close courtesy to a neverending avalanche of problems which cross a menteri besar's table any day.

If we had a courtesy camber or staying power to grasp which level of detail, perhaps we would be upon my approach to formulating which pick to Google I've always wanted to put together.

Former CCID director Ramli Yusuff believes former inspector-general of military Musa Hassan could be sceptical that benefaction IGP Ismail Omar had given him aproper retirementceremony last month.

After 5 years, a courts cleared him, clearing a approach for his central sendoff.

Musa had previouslyrevealedthat Home Minister Hishammuddin Hussein had interfered with a military by giving directions to his subordinates.

Hishammuddinrespondedby asking why Musa had lifted a emanate usually now, just as a ubiquitous choosing was approaching as well as claimed what was brought up was a big lie.

Unreliable witness!

Ramli pronounced that former IGP Musa'sSabahcase that was associated to abuse of power, where a Sessions decider decided Musa was an dangerous witness when his testimony contradicted with other youth officers, showed what he was able off.

"If this court's preference was done outward Malaysia, a chairman would have quiescent like what had happened with a Singapore Parliament orator whostepped downrecently following allegations of a sex scandal."

Ramli claims that a former IGP is perplexing to re-invent his image with a new open disclosure.

"
My group have papers to uncover that Musa haslinksto a black market by a likes of a Goh Cheng Poh (Tengku Goh) as well as BK Tan, who have been his great friends.
"Musa was observant CCID cannot open box files opposite gambling operators. He should review a law carefully because all military officers with a compulsory rank, have a powers to investigate."
The Tengku Goh as well as BK Tan links has been reported formerly as theCopgateaffair.

Ill-feelings

"There, Musa concluded that immature deputy open prosecutors from a AGC could conduct a prosecution in a magistrates as well as sessions justice but consulting me or a afterwards IGP, Norian Mai.

"Norian was upset with me following a preference as this involves process counts as well as Musa should have consulted with a conduct of department or a IGP over this. As a result we had to emanate a letter to Musa. The military protested heavily with a AGC.

"As a former officer in assign of a Kuala Lumpur courts with a arrange of superintendent, we had rubbed 200 policemen including a military prosecutors as well as we have been professional in a jobs as well as achieved improved than a little of a immature DPPs.
"Nevertheless, when Musa became IGP he pushed by a idea, ensuing in a disbanding of military prosecutors," he said.
