Finance Ministry grilled over George Kent deal

Deputy Finance Minister Awang Adek Husin was yesterday grilled by Pakatan Rakyat MPs for insisting which the Ampang LRT line prolongation plan was postulated to George Kent (Malaysia) Bhd from the really beginning, despite leaked Finance Ministry papers display otherwise.

"As distant as I know, when the preference is made as good as when you have signed it, there have been no some-more changes. No such thing. I don't know what papers you have been articulate about," Awang Adek told Parliament when winding-up the committee stage discuss upon the Finance Ministry's Budget 2013 allocation.

NONEAwang Adek was responding to the query from Saifuddin Nasution (PKR-Machang,left) upon since the leaked Jan 25 Finance Ministry's Procurement Committee (JPMK) meetingminutesbearing the prime minister's signature showed which Balfour Beatty was awarded the project, but it was later voiced which George Kent won the project.

Pakatan Rakyat had claimed which Prime Minister Najib Abdul Razak, who is also finance minister had interfered in the tender routine to favour of George Kent, whose chairperson Tan Kay Hock has been described as Najib's golfing buddy.

Najib has insisted which the plan tender has been above board.

Instances of Najib's signature being forged

Awang Adek pronounced which the authenticity of t! he leaked papers were questionable, adding which there have been alternative instances where the premier's signature was forged.

Following this denial, Nurul Izzah Anwar (PKR-Lembah Pa! ntai) in terjected as good as challenged the emissary minister to declare which the leaked buying papers were false.

NONE"I wish an explanation if you have been declaring which these papers have been false. If you are, afterwards you can have use of your matter here in Parliament to absolve (PKR strategy director) Rafizi Ramli if he is charged under the Official Secrets Act (OSA)," Nurul Izzah (right) said.

Rafizi, who suggested the leaked papers to the press, has since been hauled up by police under the OSA.

This actuality alone, Saifuddin afterwards insisted, indicated which the papers were authentic.

However, Awang Adek responded to the plea by saying: "I have never seen the request before. There have been so most documents. Not all of them have been real as good as some could be false."

Earlier, he had pronounced which George Kent was postulated the contract since it had completed the "passing mark" in the technical evaluation.

At this, Saifuddin quoted extensively from the leaked technical analysis inform conducted by consultant Halcrow as good as commissioned by plan owners Syarikat Prasarana Negara Bhd, which showed which George Kent waspoorly ratedfor the project, at third from bottom out of eight bidders.

"I don't know which inform you have been reading," Saifuddin said.

'Top scorer doesn't have the winner'

However, Awang Adek shot behind which the top scorer may not necessarily be postulated the contract.

"Just since the outlines perceived have been the little low, it does not meant they have been not qualified since there is the tender process.
azlan"The analysis (by the buying committee) is upon all aspects. Or else one chairman can easily have the decision. Just see who scores 99 outlines as good as he'll get it," he said.

Awang Adek added which even yet George Kent had no prior experience in railway projects, it has appointed convincing sub-contractors comprising general players.

Saifuddin afterwards claimed which after George Kent perceived the contract, it approached Balfour Beatty to turn the sub-contractor.

"If which is the case, you competence as good have given it to Balfour directly," he said.

Awang Adek rebutted: "If you wish to give everything to general players, when can our own people do such projects? Let them team up. This is nation-building, to set up the pacific as good as harmonious country."
