WHATis theleast knownbutimportantachievementin Sabah 'spoliticalhistory? Noone coulddenythe factthatSabahhasemerged astheonlyStatein thecountrywitharecord of12Chief Ministerssince thedawn ofindependenceincludingthoseappointedfor thepostunderthetwoyear rotation.

At which time,aChief Ministerwas chosenandappointedfrom amongtherulingBN componentpartiesin Sabahwith theblessing oftheHead of State, to represent theMuslimBumiputera,Non-MuslimBumiputera andtheChinesecommunitiestoincorporate acombination ofpower sharingfor thesakeofunitingSabahansregardlessofrace, creedandsocialbelief etc. whichwasgraduallyabolishedin 2004.
FormerpremierTun DrMahathir Mohamedwasbehindthewhole conceptof imposingthe system, which coincided withUmno'smaidenadventuretospreaditswingsintoSabah.

Dr Mahathirplayedastrategicgame ofpolitical chessby moving his piecesacrosstheboardusing the'"DivideandRuleStrategy' to checkmateandput an endto PBS excellence as good as ego.

Dr . Mahathir wasnotpoliticallyaware of thesocio-economicimplication as good as theconsequentialresultsoftheadministrativeconcept, whichhe introducedin Sabahpoliticsdidhavesomeadverseeffectonthepeopleof Sabahto a little extend.

Historically, estimable sumoffundshad beenallocatedto theStatesincetheFirstMalaysiaPlanwasimplemented . What was theactualamountspent so far?RM100Billion?It couldbe more. Whateverthetotal allocatedfunds spent, thereis no doubt that! that' ;Hidden Hands'were alsoat playin controllingand handling these funds.

Therefore, itcomesas no bigsurprise to seeprojectscompleted, though notmeeting thespecifications, including those leftuncompletedand deserted for multiform yearsat theexpenses oftax payersmoney.

Itisagreeable thattheGovernment'scommitmenttofullyfulfillaNation buildingdestinycouldnot beachievedovernight.A number ofsignificantfactorsneedto beconsideredwhichincludeplanning, formulating, feasibilitystudies, schedules of projectsimplementationandof coursethedelivery systemetcjust tomentiona few.

InMalaysia, bothStateandFederalGovernmentplaytheequalroles togethertowards achievingthisprimaryobjectivebasedon theavailabilityofbudgetsallocated to therelevantministriesin question.

Ruraldevelopmenthappened ataslow pace due tobureaucratic factors, a common known stumbling block, to illustrate inspiring a livelihoodof mostruralindigenousgroupsincludingthe Muruts, who dominatedtheInteriorResidencyand theRungus, who livein theNorthern Region of theState, wherepovertyhas turneditsuglyhead againsttheseruralindigenous, whoarestilldependingon a supervision of thedaytofurtherimprove their standardof living.Apparently, theprimaryaim ateliminatingpovertyis not thetask of theStateGovernmentalone.

TheFederalMinistry ofRuraland RegionalDevelopmentunderDatukSeriMohd SafieAfdalisvestedwithsimilarroles as wellto achievethis parallel objective. ThefactisTheMinistryhas a wider scopein viewofitshuge allocationofRM 16 Billionapproved by Parliamentlastyearto be sincerely channeledfor farming developmentnationwidewithin threeyearswit! heffect fromyear2011to2013.

Ecologically, itmay possiblytake a cycleofanother 100yearsor evenmorebeforethenaturalpurityoftheriverscould befullyrestored.
