Amalan itu katanya didakwa dikesan menerusi satu prosedur kewangan yang tidak munasabah apabila SOPIC menerusi dua ahli lembaga pengarahnya, pada nineteen julai 2010 meluluskan pelantikan kontraktor iaitu syatikat LLK Construction Sdn Bhd. (LLK Construction) untuk melaksanakan projek tersebut yang berjumlah RM1.38 juta.
