Melibatkan MOU antara Kerajaan Persekutuan dan Kerajaan Negeri
Kerajaan Persekutuan akan menyediakan kemudahan asas/ infrastruktur ladang
Kerajaan Negeri akan menyediakan tanah yang perlu digazet sebagai TKPM
